INTRODUCTION
Vehicles equipped with engine or transmission/transaxle computers may require a computer relearn procedure after the vehicle battery is disconnected. Vehicle computers memorize and store vehicle operation patterns for optimum driveability and performance. When the vehicle battery is disconnected, this memory is lost, resulting in a driveability problem. Depending on the vehicle and how it is equipped, the following driveability problems may exist
- Rough or unstable idle.
- Hesitation or stumble.
- Rich or lean running.
- Poor fuel mileage.
- Harsh or poor transmission/transaxle shift quality.
Default data is used until NEW data from each key start is stored. As the computer restores its memory from each new key start, driveability is restored.
Driveability problems may occur during the computer relearn stage. To accelerate computer relearn process after battery removal and installation, specified computer relearn procedures should be performed. See appropriate procedures under specified manufacturer.
Note. When battery is disconnected and reconnected, some abnormal drive symptoms may occur while vehicle relearns its adaptive strategy. Vehicle may need to be driven for approximately 10 miles or more to relearn strategy.
Note. New Generation Star (NGS) tester will not store information for more then 24 hours.
ALL MODELS (PROGRAMMING PCM)
Note. Before performing PCM programming procedure, check for any applicable Technical Service Bulletins (TSBs) that may apply to vehicle application.
Description
Flash Electronically Erasable Programmable Read Only Memory (EEPROM) is contained in an Integrated Circuit (IC) inside of Powertrain Control Module (PCM). The EEPROM contains the vehicle strategy and any calibration information specific to vehicle. The IC is reprogrammable, and at times it may become necessary to reprogram or reflash the entire contents. This is usually due to an after-production strategy change or the Vehicle Identification (VID) area has been previously reprogrammed and has reached its limit. The VID block can be tailored to accommodate various hardware changes made since vehicle production. This procedure can only be performed using Ford's Service Bay Technical System (SBTS) or equivalent.
A replacement PCM will have a label stating PROGRAMMING REQUIRED. This indicates that it is necessary to retrieve VID data from the original PCM before removing PCM from vehicle. This procedure can be performed using New Generation Star (007-00500) tester or equivalent. See FLASH VEHICLE IDENTIFICATION (VID) BLOCK PROCEDURE. If original PCM is nonfunctional, it will be necessary to manually reprogram VID block. This procedure can only be performed using Ford's Service Bay Technical System (SBTS) or equivalent.
Note. If using a generic scan tool, follow scan tool manufacturer's instructions to perform FLASH VEHICLE IDENTIFICATION (VID) BLOCK PROCEDURE.
Flash Vehicle Identification (VID) Block Procedure
- To perform this procedure, NGS tester, Ford Service Function (FSF) card and NGS Flash Cable (007-00531) must be used. Plug flash cable into NGS tester. Plug other end of flash cable into Data Link Connector (DLC), located under instrument panel next to steering column. From the NGS tester main menu, select SERVICE BAY FUNCTIONS, PCM-POWERTRAIN CONTROL MODULE and then PROGRAMMABLE MODULE INSTALLATION.
- NGS tester display should show 2 selections. The first selection is for old PCM information to be retrieved and stored. The second selection is for storing new PCM with information that has been retrieved from the old PCM. Follow scan tool display instructions or refer to instruction sheet included with FSF card. If Vehicle Identification (VID) block has been reprogrammed previously, NGS tester will display a message indicating the need to reflash entire Integrated Circuit (IC). This procedure can only be performed using Ford's Service Bay Technical System (SBTS) or equivalent.
Customer Driven Preferences
There are customer preferences that can be configured on this vehicle. Some items the customer may or may not want to have enabled. To carry out customer configuration process, connect New Generation Star (NGS) tester to Data Link Connector (DLC), located under instrument panel next to steering column. Insert Ford Service Function (FSF) card into NGS tester. Using NGS tester, set customer preferences as necessary. See CUSTOMER PREFERENCE INDEX (CONTINENTAL) table.
Driver's Door Module (DDM) Programming
Prior to removal of DDM, upload module configuration information to the New Generation Star (NGS) tester using manufacturer's instructions. Once module has been replaced, download module configuration information from NGS tester into new module.
Note. Permanent entry code programmed in driver's door module is taped to driver's door module or on wallet card provided with owner's manual.
Keypad Programming
- Enter 5-digit permanent entry code at keypad. Within 5 seconds of pressing last digit, press 1/2 button on keypad to activate programming mode. Hold 1/2 button for more than 2 seconds to erase all stored customer codes. Door locks will lock and unlock to confirm all codes are erased. Existing codes do not need to be erased to program new codes.
- Enter new 5-digit keypad code. To associate new code with personality position No. 1 or 2, within 7.5 seconds of entering last digit of new code, press 1/2 button for position No. 1 or 3/4 button for position No. 2. Doors will lock and unlock to confirm new code is programmed. If another code is to be programmed, begin entering code within 7.5 seconds of pressing last button. - After all new codes are programmed, a new remote transmitter can be programmed within 7.5 seconds of pressing last digit in keypad code. To exit program mode, press keyless entry keypad buttons 7/8 and 9/0 at the same time or wait 7.5 seconds for DDM to exit automatically.
Note. This procedure is used when a customer needs keys programmed into system and does not have 2 programmed ignition keys available, or when programmed ignition keys have been lost and/or ignition switch assembly has been replaced. This procedure will erase all programmed ignition keys from memory and prevent vehicle from starting until 2 keys have been programmed. Ignition keys must have correct mechanical key cut for vehicle and must be an encoded key. If additional key(s) are to be programmed, perform KEY PROGRAMMING - USING 2 PROGRAMMED KEYS. If remaining keys are with customer and not with vehicle, instruct customer to see owner's manual to program spare key(s).
Key Programming - Erase All Keys & Program 2 Keys
- Insert Ford Service Function (FSF) card into NGS tester. Turn ignition switch from LOCK to RUN position. With NGS tester connected to vehicle, enter VIC then select SECURITY ACCESS PROCEDURE. This procedure will take 10 minutes to perform. After the security access procedure has been completed, a new menu will be displayed with command options. Select IGNITION KEY CODE ERASE.
- Turn ignition switch to LOCK position and disconnect NGS tester. Insert first encoded ignition key into ignition lock cylinder. Turn ignition switch to RUN position for 30 seconds. Turn ignition switch to LOCK position and remove first encoded key.
- Insert second encoded ignition key into ignition lock cylinder. Turn ignition switch to RUN position for 30 seconds. Turn ignition switch to LOCK position and remove second encoded key. Both encoded ignition keys should now start vehicle.
Note. Security access must be granted to erase ignition keys, enable/disable spare key programming switch, or perform parameter resets for instrument cluster or PCM. This procedure has a 10-minute time delay prior to granting security access during which the New Generation Star (NGS) tester must remain connected to vehicle. After security access has been granted, security access command menu is displayed which offers various command options. Multiple security access commands can be executed (if necessary) prior to exiting security access command menu. Execution of all necessary security access commands prior to exiting command menu avoids the performance of an additional security access procedure and the associated 10-minute time delay. Security access for the instrument cluster and security access for the PCM must be obtained separately as needed (each will require a 10-minute time delay.
Key Programming - Security Access Procedure
Insert Ford Service Function (FSF) card into NGS tester. Turn ignition switch from LOCK to RUN position. With NGS tester connected to vehicle, enter VIC then select SECURITY ACCESS PROCEDURE. This procedure will take 10 minutes to perform. After the security access procedure has been completed, a new menu will be displayed with command options. Select as many functions as required before exiting this menu. Once this menu is exited, security access procedure must be performed again to perform additional commands.
Note. The spare key programming switch is a programmable switch which provides the capability to enable/disable the normal customer spare key programming procedure detailed in the owner's manual. This programmable switch is provided as a convenience for rental company fleets or other fleet purchasers who may not want the spare key programming procedure available to the vehicle driver. The spare key programming switch state can be viewed using VIC PID SPARE_KY.
Key Programming - Spare Key Programming Switch
Insert a programmed ignition key into the ignition lock cylinder. Insert Ford Service Function (FSF) card into NGS tester. Turn ignition switch from LOCK to RUN position. With NGS tester connected to vehicle, enter VIC then select SECURITY ACCESS PROCEDURE. This procedure will take 10 minutes to perform. After the security access procedure has been completed, a new menu will be displayed with command options. The default setting on all new vehicles is ENABLE. Select SPARE KEY PROGRAMMING SWITCH. Set SPARE KEY PROGRAMMING SWITCH to ENABLE to allow keys to be programmed or DISABLE to make key programming not accessible.
Note. This procedure will only work if 2 or more programmed ignition keys are available and there is a need to program additional keys. If 2 keys are not available, perform KEY PROGRAMMING - ERASE ALL KEYS & PROGRAM 2 KEYS. PID SPARE_KY must be enabled for this procedure to operate. To enable this PID, perform KEY PROGRAMMING - SPARE KEY PROGRAMMING SWITCH and enable spare key programming switch. If programming procedure is successful, new key(s) will start vehicle and THEFT indicator will illuminate for 3 seconds. If programming procedure is not successful, new key(s) will not start vehicle and THEFT indicator will flash for one minute (after flashing for one minute, THEFT indicator will flash fault code). If necessary, repeat programming procedure. If programming of key(s) is still unsuccessful, perform self-diagnostics. See SELF-DIAGNOSTIC SYSTEM in PASSIVE ANTI-THEFT SYSTEMS - CONTINENTAL article in ACCESSORIES & EQUIPMENT. Maximum of 8 keys can be programmed into system. If procedure is not performed as outlined, programming procedure will end. Ignition keys must have correct mechanical key cut for vehicle and must be an encoded key.
Key Programming - Using 2 Programmed Keys
- Insert the first programmed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove ignition key from ignition lock cylinder.
- Within 5 seconds of turning ignition switch to LOCK position, insert second programmed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove second ignition key from ignition lock cylinder.
- Within 10 seconds of turning ignition switch to LOCK position, insert a NEW unprogrammed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove ignition key from ignition lock cylinder. The NEW ignition key should now be programmed. To program additional key(s), repeat key programming procedure from step 1).
Note. NGS tester will only store module configuration information for 24 hours.
Lighting Control Module (LCM) Programming
Prior to removal of LCM, upload module configuration information to the New Generation Star (NGS) tester using manufacturer's instructions. Once module has been replaced, download module configuration information from NGS tester into new module.
PCM Programming
For Powertrain Control Module (PCM) programming procedures, see ALL MODELS (PROGRAMMING PCM).
Note. Permanent entry code programmed in driver's door module is taped to driver's door module or on wallet card provided with owner's manual.
Note. Driver's Door Module (DDM) will erase all previously programmed remote transmitters when a new remote transmitter is programmed. If adding an additional remote transmitter, all existing remote transmitters must be reprogrammed at the same time.
Transmitter Programming
- Enter 5-digit permanent entry code at keypad. Within 5 seconds of pressing last digit, press 1/2 button on keypad. Hold 1/2 button for more than 2 seconds to erase all stored customer codes. Door locks will lock and unlock to confirm all codes are erased. Existing codes do not need to be erased to program new codes.
- Press and hold any button on remote transmitter within 5 seconds of pressing 1/2 button. Doors will lock and unlock to confirm programming. Driver door module will automatically associate remote transmitters to a personality setting. The first remote transmitter to be programmed will be position No. 1, and the second remote transmitter will be position No. 2. Remaining remote transmitters, if programmed, will not be associated to a personality setting.
- If additional remote transmitters are to be programmed, press any button on next remote transmitter to be programmed within 7.5 seconds of pressing button on last transmitter. If programming is successful, doors will signal by locking and unlocking.
- After all remote transmitters are programmed, a new keyless entry keypad code can be programmed within 7.5 seconds of pressing button on last remote transmitter. To exit program mode, press keyless entry keypad buttons 7/8 and 9/0 at the same time or wait 7.5 seconds for DDM to exit automatically.
Note. Virtual Instrument Cluster (VIC) may also be referred to as instrument cluster. Passive anti-theft system MUST be reconfigured after replacement of the VIC. See PASSIVE ANTI-THEFT SYSTEMS - CONTINENTAL article in ACCESSORIES & EQUIPMENT. Also all keys to be used MUST be reprogrammed. See KEY PROGRAMMING - ERASE ALL KEYS & PROGRAM 2 KEYS.
Virtual Instrument Cluster (VIC) Programming
- Turn ignition switch to LOCK position. Using NGS tester, retrieve and record continuous DTCs. Clear continuous DTCs and perform instrument cluster self-test. If DTC B2139 is retrieved, go to next step. If DTC B2139 is not retrieved, system is okay at this time.
- Perform security access for instrument cluster. See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Using NGS tester, select PARAMETER RESET command for instrument cluster. Using NGS tester, select PARAMETER RESET command for PCM. Turn ignition switch to RUN position for 30 seconds. Turn ignition switch to LOCK position. Using NGS tester, perform instrument cluster self-test. If DTC B2139 is not retrieved, system is okay at this time. If DTC B2139 is retrieved, verify PCM calibration is correct for vehicle. If calibration is okay, replace instrument cluster. If DTC B2139 still exists, replace PCM.
CONTOUR & MYSTIQUE
Note. This procedure is used when a customer needs keys programmed into system and does not have 2 programmed ignition keys available, or when programmed ignition keys have been lost and/or ignition switch assembly has been replaced. This procedure will erase all programmed ignition keys from memory and prevent vehicle from starting until 2 keys have been programmed. Ignition keys must have correct mechanical key cut for vehicle and must be an encoded key. If additional key(s) are to be programmed, perform KEY PROGRAMMING - USING 2 PROGRAMMED KEYS. If remaining keys are with customer and not with vehicle, instruct customer to see owner's manual to program spare key(s).

If 8 keys are already programmed, this procedure will not allow any more keys to be programmed. The number of programmed keys can be determined by accessing PCM PID NUMKEYS with NGS tester.
Key Programming - Without Using 2 Programmed Keys
Insert unprogrammed key in ignition and turn ignition switch to START position. Connect New Generation Star (NGS) tester to Data Link Connector (DLC), located under instrument panel next to steering column. Insert Ford Service Function (FSF) card in NGS tester. Perform security access procedure. See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Select IGNITION KEY CODE PROGRAM. Turn ignition switch to LOCK position. Disconnect NGS tester. Key should now be programmed and be able to start vehicle.

Note. To enter programming mode, ensure battery is fully charged and anti-theft system (if equipped) is not armed or triggered. Up to 4 transmitters may be programmed.
- Turn ignition switch to RUN position. Locate programming connector located next to electronic door lock module above glove box. Momentarily connect both terminals on programming connector. Horn will sound to verify program mode has been entered successfully. Press any button on remote transmitter.
- Horn will sound again to verify remote transmitter has been programmed successfully. To program additional remote transmitters, press any button on next remote transmitter. Horn will sound again to indicate new transmitters have been programmed. Turn ignition switch to LOCK position. Horn will sound again to confirm program mode has exited.
COUGAR
Note. Note. Once programming mode has been enter and transmitter button is pressed for the first time, all previously stored transmitter codes will be erased. All transmitters to be used with this system must be programmed at the same time (maximum of 4 transmitters).
Remote Transmitter
- iver's window. Turn ignition switch to RUN or ACC position. Access programming connector. Programming connector is behind left trunk trim panel, attached to relay panel. Using jumper wire, momentarily short the 2 terminals of programming connector together. Both doors should lock then unlock to confirm program mode has been entered.
- Press any button on keyless entry remote transmitter. Both doors should lock then unlock to confirm that transmitter has been programmed.
- Repeat step 2) to program all other transmitter (maximum of 4 transmitters) to be used with this system before exiting programming. To exit programming, turn ignition switch to LOCK position. To confirm programming mode has been exited, both doors should lock then unlock.
There are customer preferences that can be configured on this vehicle. Some items the customer may or may not want to have enabled. To carry out customer configuration process, connect New Generation Star (NGS) tester to Data Link Connector (DLC), located under instrument panel next to steering column. Insert Ford Service Function (FSF) card into NGS tester. Using NGS tester, set customer preferences as necessary. See CUSTOMER PREFERENCE INDEX (CROWN VICTORIA & GRAND MARQUIS) table.
Note. NGS tester will only store module configuration information for 24 hours.
Prior to removal of DDM, upload module configuration information to the New Generation Star (NGS) tester using manufacturer's instructions. Once module has been replaced, download module configuration information from NGS tester into new module.

Open driver's window. Turn ignition switch from LOCK to RUN position 4 times within 3 seconds ending in RUN position. Door locks will lock then unlock to verify programming mode has been entered. Press any button on transmitter to be programmed. Within 7.5 seconds, press any button on next transmitter to be programmed and so on until all transmitters are programmed. To exit programming mode, turn ignition switch to START position or wait for more than 7.5 seconds.

Transmitter Reprogramming
To reprogram all transmitters, cycle ignition switch from LOCK to RUN position 8 times within 10 seconds, ending in RUN position or LOCK to START position 4 times in 10 seconds, ending in RUN position. After doors lock and unlock, press any button on all remote transmitters (up to limit of 4). With each button press on remote transmitter, door locks should cycle (lock/unlock) to confirm programming. Once completed, turn ignition switch to LOCK position. Matching Security Identification Between Instrument Cluster & PCM
- Using NGS tester, perform instrument cluster self-test. If DTC B2139 is retrieved, go to next step. If DTC B2139 is not retrieved, system is okay at this time.
- Perform security access for instrument cluster. See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Using NGS tester, select PARAMETER RESET command for instrument cluster. Using NGS tester, select PARAMETER RESET command for PCM. Turn ignition switch to RUN position for 3 seconds. Turn ignition switch to LOCK position. Using NGS tester, perform instrument cluster self-test. If DTC B2139 is not retrieved, system is okay at this time. If DTC B2139 is retrieved, verify PCM calibration is correct for vehicle. If calibration is okay, replace instrument cluster and repeat this test. If DTC B2139 still exists, replace PCM.

Note. Performing this test will erase all previously programmed transmitters from memory of GEM. All remote transmitters to be used with vehicle MUST be programmed at the same time.

Key should now be programmed and be able to start vehicle.

Note. Performing this test will erase all previously programmed transmitters from memory of GEM. All remote transmitters to be used with vehicle MUST be programmed at the same time.
Open driver's window. Cycle ignition key from LOCK to RUN 8 times within 10 seconds ending in RUN position. Doors will lock, then unlock to verify program mode has been entered. Within 20 seconds, press any button on transmitter. Doors will lock, then unlock to confirm transmitter has been programmed. Turn ignition switch to LOCK position or wait 20 seconds to exit program mode. Doors will lock, then unlock to confirm program mode has been exited.
Enabling & Disabling Features On Remote Anti-Theft
Personality Module
Enable/disable mode allows technician to set alarm configuration to match the laws for alarm operation in the country where vehicle is to be driven. Enable/disable mode will also enable/disable autolock. Alarm configurations are set by assembly plant for regulations in expected destination and should not be modified for use in other countries. Remote keyless entry transmitter PANIC will share exterior lights and horn characteristics. PANIC alarm will also turn on interior lights in all cases for 25 seconds.
Note. Step 2) must be completed within 30 seconds of turning ignition switch to RUN position in step 1). While in enable/disable mode, RAP module will not have any other functionality except enabling/disabling features. Enabling a new alarm configuration will automatically disable previous alarm configuration.
- Ensure anti-theft system is not armed or triggered. Turn ignition switch to LOCK position. Close all doors. Turn ignition switch from LOCK to RUN position.
- Press power door UNLOCK button 3 times. Turn ignition switch from RUN to LOCK position. Press power door UNLOCK button 3 times. Turn ignition switch back to RUN position. If enable/disable mode has been entered successfully, horn will chirp.
- Press power door UNLOCK button number of times associated with function you would like to enable or disable as shown in table. See ENABLE/DISABLE FUNCTIONS table. Press power door LOCK button once after last UNLOCK button press in order to enter enable/disable code. System will confirm altered function by chirping horn same number of times as number of unlock presses registered. If function has been enabled, a long horn sound will follow sequence of horn chirps. If function has been disabled, no horn sound will follow sequence of horn chirps.
- After horn chirp sequence has occurred in enable/disable mode, another function may be enabled or disabled. To exit enable/disable mode, turn ignition switch to LOCK position or allow 5 minutes to pass after entering enable mode. After exiting, system will confirm exit with horn chirp if a function has been changed.

ENABLE/DISABLE FUNCTIONS

This procedure is used when a customer needs keys programmed into system and does not have 2 programmed ignition keys available, or when programmed ignition keys have been lost and/or ignition switch assembly has been replaced. This procedure will erase all programmed ignition keys from memory and prevent vehicle from starting until 2 keys have been programmed. Ignition keys must have correct mechanical key cut for vehicle and must be an encoded key. If additional key(s) are to be programmed, perform KEY PROGRAMMING - USING 2 PROGRAMMED KEYS. If remaining keys are with customer and not with vehicle, instruct customer to see owner's manual to program spare key(s).
- Insert Ford Service Function (FSF) card into NGS tester. Turn ignition switch from LOCK to RUN position. With NGS tester connected to vehicle, enter PATS then select SECURITY ACCESS PROCEDURE. This procedure will take 10 minutes to perform. After the security access procedure has been completed, a new menu will be displayed with command options. Select IGNITION KEY CODE ERASE.
- Turn ignition switch to LOCK position and disconnect NGS tester. Insert first encoded ignition key into ignition lock cylinder. Turn ignition switch to RUN position for 3 seconds. Turn ignition switch to LOCK position and remove first encoded key.
- Within 5 seconds, insert second encoded ignition key into ignition lock cylinder. Turn ignition switch to RUN position for 3 seconds. Turn ignition switch to LOCK position and remove second encoded key. Both encoded ignition keys should now start vehicle.

This procedure has a 10-minute time delay prior to granting security access during which the New Generation Star (NGS) tester must remain connected to vehicle. After security access has been granted, security access command menu is displayed which offers various command options. Multiple security access commands can be executed (if necessary) prior to exiting security access command menu. Execution of all necessary security access commands prior to exiting command menu avoids the performance of an additional security access procedure and the associated 10-minute time delay.

This programmable switch is provided as a convenience for rental company fleets or other fleet purchasers who may not want the spare key programming procedure available to the vehicle driver. The spare key programming switch state can be viewed using PATS PID SPARE_KY.

If 2 keys are not available, perform KEY PROGRAMMING - ERASE ALL KEYS & PROGRAM 2 KEYS. PID SPARE_KY must be enabled for this procedure to operate. To enable this PID, perform KEY PROGRAMMING - SPARE KEY PROGRAMMING SWITCH and enable spare key programming switch. If programming procedure is successful, new key(s) will start vehicle and THEFT indicator will illuminate for 3 seconds. If programming procedure is not successful, new key(s) will not start vehicle and THEFT indicator will flash for one minute (after flashing for one minute, THEFT indicator will flash fault code). If necessary, repeat programming procedure. If programming of key(s) is still unsuccessful, perform self-diagnostics. Note. When programing remote transmitters, all transmitters MUST BE programmed at the same time. Failure to program all transmitter at the same time will render all other transmitters inoperative.
- Ensure anti-theft system is not armed. Turn ignition switch from LOCK to RUN position 8 times within 10 seconds ending in RUN position. The system will indicate entry into program mode by locking and unlocking all doors.
- Press any button on remote transmitter within 20 seconds. Doors will lock and unlock to confirm transmitter has been programmed. Repeat procedure to program additional transmitters.
- Turn ignition switch to LOCK position to exit program mode. If a new set of transmitters have been programed, RAP module will lock and unlock all doors one last time to confirm programing was successful. If system does not program successfully, repeat procedure. If system will not program, repair remote keyless entry system as necessary. See appropriate wiring diagram in REMOTE KEYLESS ENTRY SYSTEMS article in ACCESSORIES & EQUIPMENT.
There are customer preferences that can be configured on this vehicle. Some items the customer may or may not want to have enabled. To carry out customer configuration process, connect New Generation Star (NGS) tester to Data Link Connector (DLC), located under instrument panel next to steering column. Insert Ford Service Function (FSF) card into NGS tester. Using NGS tester, set customer preferences as necessary. See CUSTOMER PREFERENCE INDEX (TOWN CAR) table.
Note. NGS tester will only store module configuration information for 24 hours.
Prior to removal of DDM, upload module configuration information to the New Generation Star (NGS) tester using manufacturer's instructions. Once module has been replaced, download module configuration information from NGS tester into new module.
Note. After HEC has been replace, Passive Anti-Theft System (PATS) module MUST be reconfigured.
Hybrid Electronic Instrument Cluster (HEC) Programming
- Turn ignition switch to LOCK position. Connect NGS tester to Data Link Connector (DLC), located under instrument panel next to steering column. Using NGS tester, retrieve and record continuous DTCs. Clear continuous DTCs and perform instrument cluster self-test. If DTC B2139 is retrieved, go to next step. If DTC B2139 is not retrieved, system is okay at this time.
- Perform security access for instrument cluster. See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Using NGS tester, select PARAMETER RESET command for instrument cluster. Perform security access for Powertrain Control Module (PCM). See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Using NGS tester, select PARAMETER RESET command for PCM. Turn ignition switch to RUN position for 30 seconds. Using NGS tester, clear continuous DTCs. Turn ignition switch to LOCK position. Using NGS tester, perform instrument cluster self-test. If DTC B2139 is not retrieved, system is okay at this time. If DTC B2139 is retrieved, verify PCM calibration is correct for vehicle. If calibration is okay, go to next step.
- Repeat step 2). If DTC B2139 is still exists, replace instrument cluster. If DTC B2139 does not exist, system is okay at this time. If any other DTCs are retrieved, perform appropriate test. See INSTRUMENT CLUSTER DTC INDEX table under DIAGNOSTIC TROUBLE CODE (DTC) DEFINITIONS in MODULE COMMUNICATIONS NETWORK - TOWN CAR article in ACCESSORIES & EQUIPMENT.

Insert a programmed ignition key into the ignition lock cylinder. Insert Ford Service Function (FSF) card into NGS tester. Turn ignition switch from LOCK to RUN position. With NGS tester connected to vehicle, enter instrument cluster then select SECURITY ACCESS PROCEDURE. This procedure will take 10 minutes to perform. After the security access procedure has been completed, a new menu will be displayed with command options. The default setting on all new vehicles is ENABLE. Select SPARE KEY PROGRAMMING SWITCH. Set SPARE KEY PROGRAMMING SWITCH to ENABLE to allow keys to be programmed or DISABLE to make key programming not accessible.

CUSTOMER PREFERENCE INDEX (WINDSTAR)
Note. This procedure will only work if 2 or more programmed ignition keys are available and there is a need to program additional keys. If 2 keys are not available, perform KEY PROGRAMMING - ERASE ALL KEYS & PROGRAM 2 KEYS. PID SPARE_KY must be enabled for this procedure to operate. To enable this PID, perform KEY PROGRAMMING - SPARE KEY PROGRAMMING SWITCH and enable spare key programming switch. If programming procedure is successful, new key(s) will start vehicle and THEFT indicator will illuminate for 3 seconds. If programming procedure is not successful, new key(s) will not start vehicle and THEFT indicator will flash for one minute (after flashing for one minute, THEFT indicator will flash fault code). If necessary, repeat programming procedure. If programming of key(s) is still unsuccessful, perform self-diagnostics. See SELF-DIAGNOSTIC SYSTEM in PASSIVE ANTI-THEFT SYSTEMS - WINDSTAR article in ACCESSORIES & EQUIPMENT. Maximum of 8 keys can be programmed into system. If procedure is not performed as outlined, programming procedure will end. Ignition keys must have correct mechanical key cut for vehicle and must be an encoded key.
- Insert the first programmed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove ignition key from ignition lock cylinder.
- Within 5 seconds of turning ignition switch to LOCK position, insert second programmed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove second ignition key from ignition lock cylinder.
- Within 5 seconds of turning ignition switch to LOCK position, insert a NEW unprogrammed ignition key into ignition lock cylinder. Turn ignition switch from LOCK to RUN position (ignition switch must stay in RUN position for one second). Turn ignition switch to LOCK position and remove ignition key from ignition lock cylinder. The NEW ignition key should now be programmed. To program additional key(s), repeat key programming procedure from step 1).
Note. This procedure is used when customer needs extra keys programmed and 2 programmed keys are not available, but system has 2 ignition keys programmed. A maximum of 8 keys can be programmed. If 8 keys are already programmed, this procedure will not allow any more keys to be programmed. The number of programmed keys can be determined by accessing instrument cluster PID NUMKEYS with NGS tester.
Insert unprogrammed key in ignition and turn ignition switch to RUN position. Connect New Generation Star (NGS) tester to Data Link Connector (DLC), located under instrument panel next to steering column. Insert Ford Service Function (FSF) card in NGS tester. Perform security access procedure. See KEY PROGRAMMING - SECURITY ACCESS PROCEDURE. Select IGNITION KEY CODE PROGRAM. Turn ignition switch to LOCK position. Disconnect NGS tester. Key should now be programmed and be able to start vehicle.

Note. NGS tester will only store module configuration information for 24 hours.
Rear Electronic Module (REM) Programming
Prior to removal of REM, upload module configuration information to the New Generation Star (NGS) tester using manufacturer's instructions. Once module has been replaced, download module configuration information from NGS tester into new module.
Open driver's window. Cycle ignition key from LOCK to RUN 8 times within 10 seconds ending in RUN position. Doors will lock, then unlock to verify program mode has been entered. Within 20 seconds, press any button on transmitter. Doors will lock, then unlock to confirm transmitter has been programmed. Turn ignition switch to LOCK position or wait 20 seconds to exit program mode. Doors will lock, then unlock to confirm program mode has been exited.
