TORQUE SPECIFICATIONS
| WARNING | All safety belt assemblies including retractors, buckles, front seat belt buckle support assemblies (slide bar), if equipped, shoulder belt height adjusters, if equipped, child safety seat tether bracket assemblies, if equipped, and attaching hardware should be inspected after any collision. Ford recommends new safety belt assemblies be installed unless a qualified technician finds the assemblies show no damage and operate correctly. Safety belt assemblies not in use during a collision should also be inspected and new assemblies installed if either damage or incorrect operation is noted. The Automatic Locking Retractor (ALR) feature of the safety belt retractor must be checked by a qualified technician to verify that the ALR feature for a child seat is functioning properly, in addition to other checks for proper safety belt system function. A belt and retractor assembly must be replaced if the safety belt assembly's "automatic locking retractor" feature or any other safety belt function is not operating properly when inspected according to the functional inspection procedures in the workshop manual. Failure to replace the belt and retractor assembly could increase the risk of injury in collisions. |

Safety Belt, Lap/Shoulder - Dual Locking
Vehicles are equipped with lap/shoulder safety belts. While the vehicle is in motion, the combination lap and shoulder belt adjusts to the occupant's movement. However, if the vehicle brakes hard, corners hard or if the vehicle is involved in a frontal impact of 8 km/h (5 mph) or more, the lap and shoulder belt locks and helps reduce the occupant's forward movement.
The lap/shoulder safety belt is equipped with a dual locking retractor on the shoulder portion of the combination lap/shoulder safety belt for the front passenger (not available on the driver side) and rear safety belt retractors. The dual locking retractor operates in two ways
- In the vehicle-sensitive (emergency locking) mode, the shoulder belt retractor will allow the occupant freedom of movement, locking tight only on hard braking, hard cornering or impacts of approximately 8 km/h (5 mph) or more. The front and rear safety belt retractors can also be made to lock by pulling/jerking on the belt.
- In the automatic locking mode, the shoulder belt retractor will automatically lock and remain locked when the combination lap/shoulder safety belt is buckled, not allowing the occupant freedom of movement. This mode provides a tight lap/shoulder safety belt fit on the occupant or on a child safety seat or infant carrier.
When the combination lap/shoulder safety belt is unbuckled and allowed to retract completely, the retractor will switch to the vehicle sensitive (emergency locking) mode.
The automatic locking mode must be used when installing a child safety seat on the front passenger seat and rear seat where dual locking retractors are provided.
Safety Belt Pretensioners
The front outboard safety belt retractors use a safety belt pretensioner system. This works in conjunction with the front air bag system mounted in the steering wheel and instrument panel. The pretensioner is a pyrotechnic device that removes excess webbing slack from the safety belt. When the front air bags are deployed, the pretensioner deploys in the retractor, removing excess slack from the lap and shoulder safety belt. The pretensioners are activated when the restraints control module (RCM) detects a frontal impact force exceeding a programmed limit. If the vehicle is involved in a collision that results in deployment of the front air bags and safety belt pretensioners, a new driver and passenger seat belt system (including safety belt buckle and pretensioners or safety belt retractor and pretensioners, safety belt retractors, safety belts, buckles and height adjusters), must be installed.

Safety Belt Warning System
The safety belt warning indicator light illuminates and a chime sounds to remind the occupants to fasten their safety belts.
The conditions of operation for the safety belt warning indicator and chime are as follows
- If the driver safety belt is not buckled before the ignition switch is turned to RUN, the safety belt warning indicator illuminates for 1-2 minutes and the warning chime sounds for 4-8 seconds.
- If the driver safety belt is buckled while the warning indicator is illuminated and the reminder chime is sounding, the safety belt warning indicator and reminder chime will turn off.
- If the driver safety belt is buckled before the ignition switch in turned to RUN, the safety belt warning indicator and reminder chime will remain off.
Belt Minder
The Belt Minder feature is a supplemental warning to the safety belt warning function. This feature provides an additional reminder that the driver or passenger safety belt is unbuckled by intermittently sounding a chime and illuminating the safety belt warning lamp in the instrument cluster.
The passenger seat Belt Minder feature is activated only when the occupant classification sensor (OCS) system detects a passenger in the right front seat and the passenger's weight exceeds a programmed limit.

BELT MINDER CHART
Safety Belt Extension
Safety belt extension (611C22) is available. This assembly will add approximately 20 cm (8 inches) to the length of the safety belt. Use the safety belt extension only if the safety belt is too short when fully extended. Do not use the safety belt extension to alter the fit of the shoulder belt across the torso. Safety belt extensions are available from any authorized Ford or Lincoln-Mercury dealer.
Child Safety Seat Tether Anchors
| WARNING | The child safety seat tether anchor/bolt MUST be securely tightened to specification. Otherwise, the child safety seat may not be correctly secured and the child could be injured if the vehicle is involved in a collision or stops suddenly. |
Child safety seat tether anchors, located in the package tray, have been provided at all three rear seating positions. If a child safety seat was in use during a collision, inspect the tether anchor and all surrounding sheet metal for damage. Install a new tether anchor if necessary. Rework or install new sheet metal to restore the vehicle to its original condition and structural integrity
Lower Anchors and Tethers for Children (LATCH)
The lower anchors and tethers for children (LATCH) system is a standardized and uniform attachment system for installing child safety seats in passenger vehicles. LATCH equipped child safety seats have two lower attachments that connect to the vehicle portion of the LATCH system.
The vehicle portion of the system consists of two attachment points (6 mm wires) bolted to the floor pan at both second row outboard seating positions. The attachment points protrude from the biteline between the seat cushion and seat backrest.
If a child safety seat was in use during a collision, inspect the vehicle portion of the system for damage. If any of the attachment points (6 mm wires) are damaged, a new one must be installed. See the appropriate removal and installation procedure in this article for service.
Scheme 1
- Verify the customer's concern by operating the active restraint system to duplicate the condition.
- Inspect to determine if any of the following mechanical or electrical concerns apply
- If the inspection reveals an obvious concern(s) that can be readily identified, service as required. With the exception of removing a twist from the safety belt webbing, do not attempt to repair a component of the safety belt system; new components must be installed.

- To check the active restraint system for correct operation, carry out the appropriate Functional Test(s).

Component Test
Carry out the appropriate Functional Test(s) as determined in Inspection and Verification.
Functional Test I (Buckle and Tongue)
The safety belt buckle and tongue assembly must operate freely during the latching and unlatching function. Fasten the safety belt by inserting the tongue (male portion) into the buckle (female portion).
- Verify the following during the latching sequence: Tongue insertion is not hindered by excessive effort. A 'click' is heard when the buckle latches the tongue.
- Verify the system integrity by forcefully pulling on the belt webbing.
- Unlatch the belt by fully depressing the buckle release button, and allowing the belt to release and retract.
- Verify the following during the unlatching process: Push-button depression does not require excessive effort. Tongue can be removed easily from the buckle. Repeat the above steps three times.
- If the inspection reveals an obvious concern(s) that can be readily identified, service as required. Do not attempt to perform any repair on the buckle and tongue assembly. If a concern exists with either component a new safety belt buckle and safety belt and retractor assembly must be installed.
Functional Test II (Retractor)
The safety belt and retractor assembly must be freely operational for extraction and retraction of the safety belt webbing between full extension and in-vehicle stowed positions.
- Extract and retract the safety belt between the full extension and stowed positions.
- Verify the retractor operates without excessive effort or binding.
- Install a new safety belt buckle retractor and tongue assembly if no obvious concerns are noticed and the complaint has been verified.
Functional Test III (System Road Test Inspection)
- Fasten the safety belts and proceed to a safe area.
- Attain a speed of 8 km/h (5 mph).
- Test the safety belts. Grasp the shoulder harness and prepare to lean forward. WARNING: The maximum brake application should be on dry concrete or equivalent hard surface, NEVER on wet pavement or gravel. WARNING: The driver and passenger must be prepared to brace themselves in the event the retractor does not lock. NOTE: Do not jerk on the safety belt webbing when carrying out this test. Lean forward slightly when the brake application is made. Make a maximum brake application without a skid.
- The safety belts should lock up with minimum webbing extension.
- If there is a lockup of both shoulder straps, the safety belt assemblies are functioning correctly. Should either or both retractors fail to lock up at the 8 km/h (5 mph) speed, repeat the test at a constant 24 km/h (15 mph) speed. (This test must be carried out with a RH front or rear passenger if the RH front or rear safety belts are to be tested).
- If either or both retractors do not lock up at the 24 km/h (15 mph) test, return the vehicle for service of malfunctioning safety belts.
Functional Test IV (Automatic Locking Retractor)
| WARNING | After any vehicle collision, the safety belt system at all outboard seating positions (except driver, which has no "automatic locking retractor" feature) must be checked by a qualified technician to verify that the "automatic locking" feature for child seats is still functioning properly, in addition to other checks for proper safety belt system function. A safety belt and retractor assembly must be replaced if the safety belt assembly's "automatic locking retractor" feature or any other safety belt function is not operating properly when checked according to the procedures in the workshop manual. Failure to replace the safety belt and retractor assembly could increase the risk of injury in collisions. |
- Position the seat back into the full up position.
- Position the height adjuster in the full down or up position.
- Latch the seat belt buckle and tongue assembly.
- Pull the shoulder belt out until the automatic locking retractor (ALR) feature is activated.
- Release the shoulder belt and allow it to retract until it stops.
- Pull on the shoulder belt to check that the belt has remained in the ALR mode. If the belt is not locked, install a new safety belt and retractor assembly.
- Unlatch the safety belt tongue from the buckle and allow the safety belt to retract to its stowed position.
- Pull the shoulder belt to verify the retractor assembly has converted automatically out of the ALR mode. If the shoulder belt remains locked in the stowed position, install a new safety belt and retractor assembly.
Safety Belt Cleaning
- Clean the safety belt webbing only with a mild soap solution recommended for cleaning upholstery or carpets. Follow the instructions provided with the soap.
Safety Belt Maintenance

New belt assemblies should be installed unless a qualified technician finds the assemblies show no damage and operate correctly. - The safety belt assemblies should be periodically inspected to make sure that they have not become damaged and that they remain in correct operating condition, particularly if they have been subjected to severe stress.
- Before installing the new safety belt assembly; the safety belt retaining areas must be inspected for damage and distortion. If the retaining points are damaged and distorted, the sheet metal must be reworked back to its original shape and structural integrity.
- Install the new safety belt(s) using the appropriate instructions. Carry out the Functional Test Procedure. For additional information, refer to «SAFETY BELT SYSTEM»(/ford/crown-victoria/ii-1997-2011/remont/restraints-control-systems/#safety-belt-system) .
Safety Belt With Anchor Plate Thread Damage
- Remove the broken or stripped bolt.
- Drill out the internal threads in the safety belt anchor plate with a 27/64 inch drill bit.
- Rethread the anchor plate with a 1 /2-13 tap.
- Blow out the chips.
- Install the attachment parts in the correct sequence. Install a new bolt. Hand-tighten and then tighten to correct torque specifications as noted in «TORQUE SPECIFICATIONS»(/ford/crown-victoria/ii-1997-2011/remont/restraints-control-systems/#safety-belt-system) .

- Remove the safety belt shoulder height adjuster. For additional information, refer to «SAFETY BELT SHOULDER HEIGHT ADJUSTER»(/ford/crown-victoria/ii-1997-2011/remont/restraints-control-systems/#safety-belt-system) .
- Use the half-inch drill with integral stop provided in the D-Ring Installation Kit to drill out the damaged threads in the upper pillar structure.
- Apply a suitable lubricant to the M14x1.5 tap with integral stop provided in the D-Ring Installation Kit and tap new threads.
- Use a threaded insert (Part of #N807170-S190) provided in the D-Ring Installation Kit and screw it into the retapped hole until it is slightly below the surface.
- Use a hammer to lightly tap the installation tool provided in the D-Ring Installation Kit several times to seat the insert keys.
Safety Belt Procedure After a Collision

- Releasing the two tabs, open the front seat shoulder safety belt guide cover (60262).
- Remove the nut.
- Remove the driver side safety belt anchor bolt cover.

- Remove the driver side B -pillar weatherstripping.
- Pull out to release the retaining clips and remove the driver side B-pillar lower trim panel.

- Push in on the release tab and disconnect the driver safety belt retractor pretensioner electrical connector.
- Using the special tool, remove the retractor and pretensioner. Remove the bolt. Pivot the bottom of the safety belt retractor up. Release the upper retaining tab. Remove the safety belt retractor and pretensioner.

- Install the safety belt retractor and pretensioner. Insert the upper retaining tab into the B-pillar opening. Pivot the bottom of the retractor and pretensioner downward. Using the special tool, install the bolt. Connect the electrical connector.
- Install the side impact sensor. Position the side impact sensor with bracket. Install the bolts. Connect the electrical connector.
- Install the screw.
- Align the driver side B -pillar lower trim panel and push in, seating the retaining clips.
- Install the driver side B-pillar weatherstripping.

Note. The air bag warning lamp illuminates when the RCM fuse is removed and the ignition switch is ON. This is normal operation and does not indicate a supplemental restraint system (SRS) fault.
Note. The SRS must be fully operational and free of faults before releasing the vehicle to the customer.

- Position the seat to access the fasteners.

- Remove the front seat. For additional information, refer to «FRONT SEAT»(/ford/crown-victoria/ii-1997-2011/remont/seats/#seat-system) .
- Disconnect the connector.
- Remove the nut.
- Remove the safety belt buckle through the seat cushion opening.
- To install, reverse the removal procedure.
- Install the front seat. For additional information, refer to «FRONT SEAT»(/ford/crown-victoria/ii-1997-2011/remont/seats/#seat-system) . Make sure the center passenger restraint is correctly routed through the seat cushion opening and is not twisted. Check the active restraint system for correct operation.
- Repower the SRS. For additional information, refer to «ACTIVATING SYSTEM»(/ford/crown-victoria/ii-1997-2011/remont/airbag/#supplemental-inflatable-restraint-system) .
- Check the active restraints for correct operation. For additional information, refer to «SAFETY BELT SYSTEM»(/ford/crown-victoria/ii-1997-2011/remont/restraints-control-systems/#safety-belt-system) .
Scheme 41
- Remove the rear seat cushion.
- Remove the safety belt and safety belt buckle assembly.
- To install, reverse the removal procedure. Make sure the safety belts and the safety belt buckles are routed correctly and are placed on the seat cushion. Check the active restraint system for correct operation.

- Remove the child safety seat tether anchor.

- Check the active restraint system for correct operation.

- Remove the rear seat backrest. For additional information, refer to «REAR SEAT»(/ford/crown-victoria/ii-1997-2011/remont/seats/#seat-system) .
- Remove the child safety seat tether anchor latch. Position the rear insulator aside. Remove the child safety seat tether anchor latch bolts. Remove the tether latch.
- To install, reverse the removal procedure. When installing the LATCH make sure the alignment tabs are correctly aligned with the slots in the floor pan sheet metal.
