INTRODUCTION
Before diagnosing symptoms or intermittent faults, perform steps in BASIC TESTING - V8 article and TESTS W/CODES - EEC-IV (4.6L) articles in the ENGINE PERFORMANCE section. Use this article to diagnose driveability problems existing when a hard fault code is not present or vehicle is not equipped with a self-diagnostic system.
Note. Some driveability problems may have been corrected by manufacturer with a revised Powertrain Control Module (PCM). Check with manufacturer for latest PCM application.
Symptom checks can direct the technician to malfunctioning component(s) for further diagnosis. A symptom should lead to a specific component or system test and/or adjustment.
Use intermittent test procedures to locate driveability problems that DO NOT occur when the vehicle is being tested. These test procedures should also be used if a soft (intermittent) trouble code was present, but no problem was found during self-diagnostic testing.

SYMPTOMS DIAGNOSIS
Symptom checks cannot be used properly unless problem occurs while vehicle is being tested. To reduce diagnostic time, ensure steps in BASIC TESTING - V8 article and appropriate TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section were performed before diagnosing a symptom. Symptom checks are listed in order of probability, ease of accomplishment, and accessibility. Symptoms available for diagnosis are as follows.

Preliminary Checks
Check battery connections. Check starter relay connections. Check alarm/anti-theft devices. Check all fuse links. On A/T models, ensure gearshift is in Park. On M/T models, ensure clutch is fully depressed.
Symptom Checks
Check the following items
- Check starter relay.
- Check starter circuit.
- Check charging circuit.
- Check for seized/hydro-locked engine (leaking injectors).
- Check for defective flywheel.

- Check ignition switch.
- Check transmission linkage adjustment.
- On models with distributor ignition, check for short to ground in starter wire.
Check for vacuum leaks. Check fuel quality. Check air cleaner/air intake duct.

- Check for restricted exhaust system.
- Check cooling system for overheating (hard hot start only).
- Check PCV system.

- Check starting system.

- Check for contaminated MAF sensor.
Check for vacuum leaks. Check fuel quality. Check for restricted air filter/air intake duct. Check wiring harness connectors.

- If engine stalls during parking maneuvers, check Power Steering Pressure (PSP) switch operation. - Check for restricted exhaust system.
- Check for restricted air intake duct.
- Check EGR system. Refer to the appropriate «SYSTEM/COMPONENT TESTS - EEC-IV (4.6L)»(/ford/crown-victoria/i-1992-1997/remont/testing-diagnostics/#engine-controls-systemcomponent-tests-eec-iv-46l) article in the ENGINE PERFORMANCE section.
- Check engine compression. Check engine mechanical condition. Check camshaft and valve train components.
- Ensure transmission is functioning properly.
NO START/NORMAL CRANK
Note. Extended cranking, due to no-start condition, can load the exhaust system with raw fuel, which can ruin the catalytic converter after the engine is started. After servicing no-start condition, disconnect secondary air supply, operate engine until surplus fuel is used up, and then reconnect secondary air supply.
Check fuel quality. Check Inertia Fuel Shutoff (IFS) switch. Check alarm/anti-theft devices. Check wiring harness connectors. Check for disconnected or restricted air intake duct. Check fuses and relays.
Check the following items

- Check ignition system. On models with Distributor Ignition (DI), perform CIRCUIT TEST AA. On all other models, perform CIRCUIT TEST AC.
- Check for restricted exhaust system.
- Check engine compression. Check engine mechanical condition. Check intake manifold, manifold gasket, camshaft and valves.
Check for vacuum leaks. Check throttle linkage operation. Check air intake system. Check throttle body.
Check the following items

- Check for air leaks and throttle body contamination. Check for carbon build-up around throttle plate.
Check ignition wiring harness connectors. Check air intake duct. Check for vacuum leaks. Check for cracked or missing cooling fan blades. Check for broken motor mounts. Check air filter.

- Ensure engine operates at normal operating temperature.

- Check charging system.
- Check exhaust system.
HIGH IDLE (DIESELS/RUNS ON)
Note. If engine runs on (diesels) after ignition is turned off, check for faulty ignition switch or short to power in IGN RUN circuit. If engine is overheating, go to ENGINE RUNS HOT symptom. If engine runs cold, go to ENGINE RUNS COLD symptom.
Check for vacuum leaks. Check for carbon build-up on throttle plate. Check throttle linkage operation. Check for binding/sticking cruise control chain. Check air intake duct. Check for leaking intake manifold gasket.

- Check A/C system operation.
- Ensure engine operates at normal operating temperature.
Check for vacuum leaks. Check Idle Air Control (IAC) solenoid connections.

HESITATES OR STALLS
Note. The PCM is equipped with an over RPM/speed limiting function that will shut off fuel delivery when predetermined speed is exceeded.
Check vacuum hose routing. Check for restricted air filter/air intake duct. Check fuel quality. Check wiring harness connectors. Check ignition wiring.

Check vacuum hose routing. Check spark plug wiring for incorrect firing order.

LOSS OF POWER
Note. PCM is equipped with a RPM/overspeed limiting function that will shut off fuel delivery when predetermined speed is exceeded.
Verify symptom is reported under normal driving conditions without engine under excessive load conditions. Check vacuum hose routing. Check for restricted air filter. Check wiring harness connectors. Check for obstructed radiator. Check transmission fluid.

EMISSIONS COMPLIANCE
Canada and some states or metropolitan areas in the United States require periodic idle emission tests. All Ford products have been designed to pass these tests. If a Ford product fails an idle Emission test, it is probable that the engine temperature was not warm and stabilized prior to the test or the vehicle had idled excessively long prior to the test. Before starting any services, verify complaints of idle emission test failure by using test procedure of area that failed vehicle.
The following encompasses most of the emissions measurement modes of current state idle test procedures
- Ensure engine is at normal operating temperature and all accessories are turned off.
- Check emissions at idle.
- Operate engine at 2200-2800 RPM.
- Check emissions within 30 seconds.
- Return engine speed to idle.
- Check emissions within 30 seconds.

INTERMITTENT PROBLEM DIAGNOSIS
Intermittent fault testing requires duplicating circuit or component failure to identify the problem. These procedures may lead to the computer setting a fault code (on some systems), which may help in diagnosis.
If problem vehicle does not produce fault codes, monitor voltage or resistance using a DVOM while attempting to reproduce conditions causing intermittent fault. A status change on DVOM indicates a fault has been located.
Use a DVOM to pinpoint faults. When monitoring voltage, ensure ignition switch is in ON position or engine is running. Ensure ignition switch is in OFF position or negative battery cable is disconnected when monitoring circuit resistance. Status changes on DVOM during test procedures indicate area of fault.
Intermittent Simulation
To reproduce the conditions creating an intermittent fault, use the following methods
- Lightly vibrate component.
- Heat component.
- Wiggle or bend wiring harness.
- Spray component with water.
- Remove/apply vacuum source.
Monitor circuit/component voltage or resistance while simulating intermittent. If engine is running, monitor for self-diagnostic codes. See TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section. Use test results to identify a faulty component or circuit.

Continuous Monitor Mode (Wiggle Test)
In this mode, the technician can attempt to re-create an intermittent fault while monitoring the system. This mode, also called the wiggle test, may be used in Key On Engine Off (KOEO) and Key On Engine Running (KOER) self-test modes. Refer to CIRCUIT TESTS in TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section for instructions on the use of this procedure to identify intermittent faults in specific circuits or components.
KOEO Wiggle Test
Connect test equipment. See TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section. Turn ignition on. Activate self-test using jumper lead or diagnostic tester. Wait 10 seconds, and then deactivate and reactivate self-test to enter wiggle test. Tap, move and wiggle the suspected sensor and/or harness area. If a fault is detected, a code may be stored in memory and indicated at the diagnostic tester or scan tool. Record or retrieve code, and perform CIRCUIT TEST indicated in TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section.
KOER Wiggle Test
Connect test equipment. See TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section. Turn ignition off, and wait 10 seconds. Start engine. Activate self-test using jumper lead or diagnostic tester. Wait 10 seconds, and then deactivate and reactivate self-test to enter wiggle test. DO NOT turn engine off. Tap, move and wiggle the suspected sensor and/or harness area. If a fault is detected, a code may be stored in memory and indicated at the diagnostic tester or scan tool. Record or retrieve code, and perform CIRCUIT TEST indicated in TESTS W/CODES - EEC-IV (4.6L) article in the ENGINE PERFORMANCE section.
