DESCRIPTION & OPERATION
The electric cooling fan system may consists of a single speed or 2-speed cooling fan or fans controlled by Powertrain Control Module (PCM), on all models, and through the Constant Control Relay Module (CCRM) on Escort and Mustang. On all models, a low speed fan control relay and/or a high speed fan control relay is used. The electric cooling fan or fans are activated when ignition switch is in ON position and engine coolant exceeds a specified temperature. On vehicles equipped with A/C, cooling fan is also active when A/C is on.
Note. Unless specified otherwise, references to Escort include Escort Coupe (ZX2).Villager is not covered in this article. See ELECTRIC COOLING FANS - EEC - VILLAGER article.
Note. This article only tests the Fan Control (FC) relay and Constant Relay Control Module (CCRM) circuits. Other test may be referenced while performing electric cooling fan diagnosis. For complete Ford EEC-V system diagnosis, see SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE.
TROUBLE SHOOTING
For cooling fan diagnosis, go to TEST KF: FAN CONTROL (FC) RELAY . DTCs P1474 and P1479 will set if a cooling fan control circuit failure is present. See step 1) under TEST KF test procedure.
On Escort and Mustang, also refer to TEST X: CONSTANT CONTROL RELAY MODULE (CCRM) . CCRM interfaces with the EEC-V system to provide control for cooling fan and A/C clutch. CCRM also contains EEC-V power relay, which provides battery power (VPWR) to the PCM and EEC-V system. Perform this test only when instructed by QUICK TEST or if directed by a system test.
DIAGNOSTIC FORMATS
QUICK TEST and SYSTEM TESTS are diagnostic formats used to test and service EEC-V system. QUICK TEST allows technician to identify problems and retrieve Diagnostic Trouble Codes (DTC). SYSTEM TESTS are used to check circuits, sensors and actuators.
Before starting any SYSTEM TEST, follow all steps under QUICK TEST to determine appropriate system test to perform. If vehicle passes QUICK TEST and no driveability symptoms or intermittent faults exist, EEC-V system is okay.
DIAGNOSTIC TROUBLE CODES
During QUICK TEST, 3 types of Diagnostic Trouble Codes (DTCs) are retrieved: KOEO, KOER and Continuous Memory DTCs. See QUICK TEST for self-test procedures. DTCs may be cleared from PCM memory after DTCs have been recorded or fault has been repaired. See CLEARING CODES . If fault is still present after clearing DTCs, fault will reset.
KOEO & KOER Self-Tests
These DTCs indicate faults are present at time of testing. A hard fault may cause CHECK ENGINE or Malfunction Indicator Light (MIL) to turn on and remain on until fault is repaired. If KOEO or KOER DTCs are retrieved during KOEO ON-DEMAND SELF-TEST or KOER ON-DEMAND SELF-TEST, diagnose affected DTC(s). See appropriate SELF- DIAGNOSTIC article in ENGINE PERFORMANCE.
Continuous Memory Codes
Continuous Memory DTCs are retrieved after performing KOER ON-DEMAND SELF-TEST. Unlike KOEO or KOER self-tests, which can only be activated on-demand, Continuous Memory Self-Test is always active. A fault may or may not be present at time of checking for Continuous Memory DTCs. This self-test is helpful in diagnosing intermittent problems.
After noting and/or repairing fault, clear DTCs from memory. See CLEARING CODES . Intermittent faults may be caused by a sensor, connector or wiring-related problem. See INTERMITTENTS in TROUBLE SHOOTING - NO CODES - EEC-V - GASOLINE article.
Note. Continuous Memory DTCs should be recorded when retrieved. These DTCs may be used to identify intermittent problems that exist after all KOEO and KOER DTCs have been repaired. Some Continuous Memory DTC faults may not be valid after KOEO and KOER DTCs are serviced.
RETRIEVING CODES
Fault codes are retrieved from EEC-V system through Data Link Connector (DLC). (Scheme 15) Self-diagnostic test procedures are for use with New Generation Star (NGS) scan tool. If a generic scan tool is used, ensure scan tool is certified to OBD-II standard.

KOEO & KOER On-Demand Self-Test Codes
Record DTCs in order received. These DTCs indicate current faults in system and should be serviced in the same order it was set.
Note. If self-test will not activate or TOOL COMMUNICATION ERROR is received, go to TEST QA: UNABLE TO ACTIVATE SELF-TEST/SCP COMMUNICATION ERROR DTC NOT LISTED under SYSTEM TESTS in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE.
Pass Codes
SYSTEM PASS indicates no DTCs were recorded in that portion of test. If SYSTEM PASS is not retrieved in KOEO ON-DEMAND SELF-TEST, DTCs retrieved during KOER ON-DEMAND SELF-TEST may not be valid.
These DTCs result from information stored by PCM during continuous self-test monitoring. Use these DTCs for diagnosis only when KOEO ON-DEMAND SELF-TEST and KOER ON-DEMAND SELF-TEST result in SYSTEM PASS and all steps under QUICK TEST are successfully completed. These DTCs indicate faults previously recorded. Fault may or may not be currently present.
CLEARING CODES

PCM Reset
After a PCM reset procedure has been performed, the following conditions will be met
- All DTCs will be cleared from PCM memory.
- All freeze frame data will be cleared from PCM memory.
- Diagnostic monitoring results will be cleared from PCM memory.
- OBD-II system monitor status will reset.
- DTC P1000 will be set in PCM memory until all OBD-II system monitors or components have been tested to satisfy OBD-II drive cycle without any faults occurring. To clear DTC P1000, perform OBD-II DRIVE CYCLE. See «DRIVE CYCLES»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) under ADDITIONAL SYSTEM FUNCTIONS.
To perform PCM reset using scan tool, follow scan tool manufacturer's operating instructions. If after clearing DTCs a problem has not been corrected or fault is still present, hard code will immediately be reset in PCM memory.

Resetting Keep-Alive Memory (KAM)
- Resetting KAM will return PCM memory to its default setting. If not using a scan tool, disconnect negative battery terminal for a minimum for 5 minutes then go to next step. If using New Generation Star (NGS) scan tool, turn ignition on. Select ACTIVE COMMAND MODES, then RESET KEEP ALIVE MEMORY. Go to next step.
- After KAM has been reset, engine must idle for 15 minutes to learn new idle air trim values. Idle quality will improve as strategy adapts. Adaptation occurs in 4 separate modes with engine idling, transmission selector and A/C in specified position. QUICK TEST
Note. If vehicle has an emission compliance failure symptom, go to EMISSIONS COMPLIANCE under SYMPTOMS in TROUBLE SHOOTING - NO CODES - EEC-V - GASOLINE article.
Quick Test is divided into 3 specialized test procedures that are functional tests of EEC-V system. All self-tests are completely menu driven using the New Generation Star (NGS) scan tool. The following procedures must be followed in sequence to avoid misdiagnosis

Complete QUICK TEST before performing any system tests. Record any DTCs retrieved. Service DTCs in the following order: KOEO DTCs, KOER DTCs and then Continuous Memory DTCs. After each service or repair procedure has been completed, always repeat QUICK TEST procedures to ensure all EEC-V systems are working properly and DTCs are no longer present.
VISUAL CHECK
Perform the following, and make all necessary repairs before continuing with QUICK TEST
- Inspect air cleaner and inlet ducts.
- Check all engine vacuum hoses for damage, bends, leaks, cracks, kinks or improper routing.
- Inspect system wiring harness for proper connections, bent or broken pins, corrosion, loose wires and proper routing.
- Check Powertrain Control Module (PCM), sensors and actuators for physical damage.
- Check engine coolant for proper level and mixture.
- Check transmission fluid level and quality.
VEHICLE PREPARATION & EQUIPMENT HOOKUP
Apply parking brake, and place shift lever in Park (A/T) or Neutral (M/T) position. Block drive wheels. Turn off all electrical accessories. Ensure engine is at normal operating temperature. If vehicle is equipped with an auxiliary powertrain control system (RPM control), it must be turned off when performing any self-test procedure. Connect appropriate test equipment to vehicle as follows.
Generic Scan Tool
Ensure scan tool meets or exceeds OBD-II standard. Follow scan tool manufacturer's operating instructions to hook up equipment and record DTCs.
New Generation STAR (NGS) Scan Tool
Turn ignition off. Ensure proper memory (EPROM) card is inserted into NGS scan tool. Connect service connectors of adapter cable to vehicle Data Link Connector (DLC) and NGS scan tool. (Scheme 16) Connect NGS scan tool power supply cable to power and go to KOEO ON-DEMAND SELF-TEST.

Description
KOEO on-demand self-test is a functional test of PCM performed with ignition key on, engine off. This test checks if PCM inputs and outputs are functioning electronically without any faults. A fault must be present at time of testing for KOEO on-demand self-test to detect a fault.
Performing Self-Test
To perform self-test, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Select DIAGNOSTIC DATA LINK.
- Select PCM-POWERTRAIN CONTROL MODULE.
- Select DIAGNOSTIC TEST MODE.
- Select KOEO ON-DEMAND SELF-TEST.
- Turn ignition on.
- Follow operating instructions from scan tool menu.
- Record DTCs and perform appropriate system test. After test is complete, cycle ignition switch before performing other self-tests or driving vehicle.
KOER on-demand self-test is a functional test of PCM performed with ignition key on, engine running. A check of certain inputs and outputs is made during operating conditions and normal operating temperature. The brake pedal position, transmission control and power steering switch tests are part of KOER on-demand self-test and must be performed during this operation (if applicable). A fault must be present at time of testing for KOER on-demand self-test to detect a fault.
To perform self-test, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Select DIAGNOSTIC DATA LINK.
- Select PCM-POWERTRAIN CONTROL MODULE.
- Select DIAGNOSTIC TEST MODE.
- Select KOER ON-DEMAND SELF-TEST.
- Start engine and allow to idle.
- Follow operating instructions from scan tool menu.
- Record DTCs and perform appropriate system test. After test is complete, cycle ignition switch before performing other self-tests or driving vehicle.
Continuous memory self-test is a functional test of PCM performed under any condition (engine running or engine off) with ignition on. Unlike KOEO and KOER self-tests which can only be activated on demand, continuous monitor is always active in monitoring the system. When a fault is detected, DTC will be stored in memory. This makes it possible to diagnose intermittent faults.
There are 2 types of Continuous Memory DTCs. Emission related DTCs will turn on the Malfunction Indicator Light (MIL) on instrument cluster. Non-emission DTCs will not turn on MIL. On emission related MIL codes, PCM will store DTC in continuous memory at first detection of problem. The MIL will not be illuminated and DTC is reported as a pending DTC. If same problem is detected in next drive cycle, MIL will be illuminated. MIL will go out if 3 consecutive drive cycles have been run. An emission related pending DTC or non-emission DTC will be erased after 40-80 warm-up cycles or PCM reset.
To perform self-test, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Select DIAGNOSTIC DATA LINK.
- Select PCM-POWERTRAIN CONTROL MODULE.
- Select DIAGNOSTIC TEST MODE.
- Select RETRIEVE/CLEAR CONTINUOUS DTCs.
- Turn ignition on.
- Follow operating instructions from scan tool menu.
- Record DTCs and perform appropriate system test. After test is complete, cycle ignition switch before performing other self-tests or driving vehicle.
An injector circuit fault can result in unrelated DTCs being received from PCM. If engine idles rough or Continuous Memory DTCs are present, turn ignition on. Using scan tool, select INJxF PIDs from PID/DATA monitor menu. There is one INJxF PID available for each engine cylinder and the "x" indicates appropriate injector number (1-10). If any PID value indicates YES, an injector fault exists. Turn ignition off and disregard any DTCs that are present at this time. On natural gas models, go to TEST HA, step 60) under SYSTEM TESTS in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE. On all other models, go to TEST H, step 56) in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE. If all PID values indicate NO, service any DTCs that are present. After test is complete, cycle ignition switch before performing other self-tests or driving vehicle.
ADDITIONAL SYSTEM FUNCTIONS
Note. Additional diagnostic system features are available to help diagnose driveability problems and service EEC-V systems.
PID mode allows access to certain data values, analog and digital inputs and outputs, calculated values, and system status information. There are 2 types of PID lists available. The first is Generic OBD-II PID list. This is a standard set of PIDs that all scan tools can access. The second is a Ford specific PID list that can be accessed by using New Generation Star (NGS) scan tool. When accessing any PIDs from the specific PID list, the values are continuously updated.
Accessing Generic OBD-II PIDs
Turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Select GENERIC OBD-II OPTIONS. Press CONT button if monitors are not complete.
- Select PID/DATA MONITOR.
- Turn ignition on or start engine and allow to idle.
- Follow operating instructions from scan tool menu.
- Select PIDs and press START to begin monitoring. If PID value is not as specified, perform appropriate SYSTEM TEST.
Accessing Ford Specific PIDs
Turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Select DIAGNOSTIC DATA LINK.
- Select PCM-POWERTRAIN CONTROL MODULE.
- Select PID/DATA MONITOR & RECORD.
- Turn ignition on or start engine and allow to idle.
- Follow operating instructions from scan tool menu.
- Select PIDs and press START to begin monitoring. If PID value is not as specified, perform appropriate SYSTEM TEST.
ON-BOARD SYSTEM READINESS (OSR) TEST MODE
All OBD-II scan tools should be able to display the OSR test. The OSR will display monitors on the vehicle and status of all monitors; complete or not complete. If not complete, the scan tool will display which monitor has not completed.
To enter OSR, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Follow operating instructions from scan tool menu.
- Select GENERIC OBD-II FUNCTIONS. Press TEST button if monitors are not complete.
- Start engine and allow to idle.
- Select ON-BOARD SYSTEM READINESS.
FREEZE FRAME DATA MODE
This mode allows access to emission related data values from specific generic PIDs. These values are immediately stored in continuous memory when an emission related fault occurs. This provides a snapshot of the conditions that were present when the fault occurred. Freeze frame will be stored until PCM memory is erased.
To access FREEZE FRAME DATA MODE, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Follow operating instructions from scan tool menu.
- Select GENERIC OBD-II FUNCTIONS. Press CONT button if OBD-II monitors are not complete.
- Turn ignition on.
- Select FREEZE FRAME PID TESTS.
OUTPUT TEST MODE
This mode allows a technician to energize and de-energize most of the system output actuators on command. After accessing OUTPUT TEST MODE, outputs and cooling fans can be turned on and off separately.
To access OUTPUT TEST MODE, turn ignition off. Ensure test equipment is properly attached. Program scan tool using the following steps
- Select VEHICLE & ENGINE SELECTION menu.
- Select NEW VEHICLE, YEAR & MODEL.
- Follow operating instructions from scan tool menu.
- Select DIAGNOSTIC DATA LINK.
- Select PCM-POWERTRAIN CONTROL MODULE.
- Select DIAGNOSTIC TEST MODE.
- Select ACTIVE COMMAND MODE.
- Select OUTPUT TEST MODE.
- Turn ignition on.
- Follow operating instructions from scan tool menu.
- Select START to turn outputs on.
- Select STOP to turn outputs off.
- Select either LOW SPEED FAN, HIGH SPEED FAN or ALL ON mode.
FAILURE MODE EFFECTS MANAGEMENT (FMEM)
FMEM mode allows system operation when sensors fail or transmit signals that are out of normal operating range. During FMEM mode, PCM substitutes a mid-range signal for defective sensor while continuing to monitor sensor. If faulty sensor signals return to normal operating range, PCM will use those signals. Depending on specific failure, a fault code may be set in PCM memory.
HARDWARE LIMITED OPERATIONAL STRATEGY (HLOS)
If a number of system or sensor failures are present and PCM is not receiving enough information to operate, PCM will switch to HLOS mode. PCM will output fixed values to allow operation of vehicle. Driveability concerns will be present. PCM will not output diagnostic trouble codes in this mode.
OBD-II Drive Cycle Description
OBD-II drive cycle is a pattern of driving in which the PCM will execute all OBD-II diagnostic monitors. Drive cycle can be used to cause a DTC to set if a fault is present or to verify that a DTC will not return after a repair has been completed. If drive cycle is complete and DTC P1000 is not cleared, repeat entire drive cycle.
Note. Rough road conditions may prevent certain steady state conditions and steady accelerations from validating the transmission and load related monitors.
Vehicle Preparation For OBD-II Or Monitor Repair Verification Drive Cycle
Using scan tool, select ECT, FLI and IAT PIDs from PID/DATA monitor menu. Ensure IAT PID value is 50-100°F (10-38°C) and FLI PID is 15-85 percent (if applicable). Start and run engine until ECT PID value is greater than 130°F (54°C). Using scan tool, clear all DTCs (DTC P1000 will remain). Leave ignition on and start engine. Using scan tool, select ON-BOARD SYSTEM READINESS MENU to view status of OBD-II monitors. Go to OBD-II DRIVE CYCLE or appropriate monitor repair verification drive cycle. Once drive cycle is started, DO NOT turn engine off.
OBD-II Drive Cycle
- Perform «VEHICLE PREPARATION & EQUIPMENT HOOKUP»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__vehicle-preparation-equipment-hookup) . Drive vehicle in stop and go traffic with a minimum of 4 idle periods (30 seconds each) while observing OBD-II monitor status on scan tool. If Exhaust Gas Recirculation (EGR), Heated Oxygen Sensor (HO2S), Secondary Air (AIR), if applicable, or catalyst efficiency monitor is not complete, drive vehicle at a constant speed of greater than 40 MPH, but less than 65 MPH for 10-15 minutes.
- DO NOT open throttle wide open, use heavy accelerations or use sudden accelerations. If scan tool sounds a 3 beep pulse at any time, OBD-II drive cycle is complete. If EGR, HO2S, AIR (if applicable) or catalyst efficiency monitor is not complete, perform appropriate monitor verification drive cycle. Turn engine off. Retrieve Continuous Memory DTCs to verify DTC P1000 has been cleared.
Comprehensive Component Monitor Repair Verification Drive Cycle
Perform VEHICLE PREPARATION & EQUIPMENT HOOKUP . Perform OBD-II DRIVE CYCLE until the Comprehensive Component Monitor indicates completion status by clearing DTC P1000 on scan tool. If OBD-II drive cycle has been completed and comprehensive component monitor check has not completed, perform QUICK TEST .
EGR Monitor Repair Verification Drive Cycle
Ambient air temperature or IAT PID must read a minimum of 32°F (0°C) to initiate EGR monitor. Perform VEHICLE PREPARATION & EQUIPMENT HOOKUP . Drive vehicle for 5 minutes in stop and go traffic with a minimum of 2 idle periods (30 seconds each). Accelerate vehicle to 45 MPH (35 MPH on Escort). Maintain speed for one minute. Stop vehicle and repeat QUICK TEST .
Evaporative Emissions Repair Verification Drive Cycle
- Attach scan tool to DLC. Cycle ignition to ON, OFF then ON position. Select appropriate vehicle and engine qualifier. Clear all DTCs and perform PCM reset. Monitor ECT, EVAPDC, FLI and TP MODE PIDs. Press DIAGNOSTIC DATA LINK, PCM, PID/DATA MONITOR AND RECORD, press trigger to select each PID, then START.
- Start engine without turning ignition off. Idle vehicle for 15 seconds. Drive vehicle at 40 MPH until ECT is 170°F (76.7°C) or greater. If IAT is 40-100°F (4.4-37.8°C), go to next step. If IAT is not as specified, proceed with test, but vehicle will need to sit for 8 hours or greater, then repeat test to clear DTC P1000.
- Drive vehicle at 40 MPH for 60 seconds. Ensure IAT PID value is 40-100°F (4.4-37.8°C), TP MODE is PT, EVAPDC is 75 percent or greater and FLI PID is 15-85 percent. Avoid sharp turns and hills. Drive 45-65 MPH for 10 minutes. Bring vehicle to stop and idle in Park position (A/T) or Neutral position (M/T) for 2 minutes.
- Using scan tool, check for any pending codes. A pending code is a code that requires additional drive cycles to set. Repair any pending codes. Rerun any unfinished monitors.
EVAP Running Loss System Repair Verification Drive Cycle

Using scan tool, ensure FTP PID value is 2.4-2.8 volts with gas cap removed. Reinstall gas cap. Using scan tool, select ON-BOARD SYSTEM READINESS MENU and observe OBD-II monitors. Drive vehicle at a constant speed greater than 35 MPH, but less than 65 MPH with throttle as steady as possible.
- Using scan tool, observe HO2S monitor until test cycle is complete. Bring vehicle to a stop. Using scan tool, select IAT, FLI, FTP V, EVAPPDC and EVAPCV PIDs. Ensure IAT PID value is 50-100°F (10-38°C).
- Drive vehicle at a constant speed of greater than 40 MPH with steady throttle. During this time, ensure FLI PID value is stable between 15-85 percent tank fill. Ensure FTP V PID value is stable within one volt.
- To initiate EVAP monitor, EVAPPDC PID value must increase to a minimum of 75 percent (canister purge open). At this time, EVAPCV PID will display 100 percent (canister vent solenoid closed to seal system) and monitor will begin to run. Continue to drive vehicle at steady throttle with light steering input until EVAPCV PID value displays zero percent (canister vent solenoid open, system unsealed).
- Bring vehicle to a stop. Using scan tool, select ON-BOARD SYSTEM READINESS MENU and check if EVAP monitor has completed. If EVAP monitor is not complete, repeat step 3 .
Note. During drive cycle or hot ambient temperatures, fuel vapor (from canister and/or fuel tank) may keep EVAP monitor test from initiating.
Catalyst Monitor Repair Verification Drive Cycle
Ambient air temperature or IAT PID must read a minimum of 32°F (0°C) to initiate catalyst monitor. Perform VEHICLE PREPARATION & EQUIPMENT HOOKUP . Drive vehicle in stop and go traffic for 20 minutes. Include 5 different constant speeds between 25-45 MPH. Repeat QUICK TEST .
Fuel Monitor Or HO2S Monitor Repair Verification Drive Cycle
Perform VEHICLE PREPARATION & EQUIPMENT HOOKUP . Drive vehicle in stop and go traffic for 6 minutes. Include one idle period of 30 seconds. Accelerate vehicle to 45 MPH (35 MPH on Escort). Maintain speed for one minute. Stop vehicle and repeat QUICK TEST .
Misfire Monitor Repair Verification Drive Cycle
- On models with Fuel Level Input (FLI) circuit to PCM terminal No. 12, check fuel gauge and FLI PID value. Misfire monitor can only be tested if fuel gauge reads greater than 1/4 full or FLI PID value is greater than 15 percent.
- On all models, start engine. Drive vehicle to a location where vehicle speeds can reach 55-60 MPH and then coast down to 40 MPH without traffic interference. Accelerate at wide open throttle to allow vehicle to shift at Red line (if equipped with a tachometer).
- Immediately return to normal speed limits. Accelerate vehicle speed to 60 MPH for 30 seconds. Take foot off accelerator and coast down to 40 MPH. Stop vehicle and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test) .
Secondary Air Monitor Repair Verification Drive Cycle
Perform VEHICLE PREPARATION & EQUIPMENT HOOKUP . Perform OBD-II DRIVE CYCLE until the secondary air monitor indicates completion status by clearing DTC P1000 on scan tool. If OBD-II drive cycle has been completed and secondary air monitor check has not completed, perform QUICK TEST .
PROGRAMMING PCM
Note. Before performing PCM programming procedure, check for any applicable Technical Service Bulletins (TSBs) that may apply to vehicle application.
Flash Electronically Erasable Programmable Read Only Memory (EEPROM) is contained in an Integrated Circuit (IC) inside of Powertrain Control Module (PCM). The EEPROM contains the vehicle strategy and any calibration information specific to vehicle. The IC is reprogrammable and at times it may become necessary to reprogram or reflash the entire contents. This is usually due to an after production strategy change or the Vehicle Identification (VID) area has been previously reprogrammed and has reached its limit. The VID block can be tailored to accommodate various hardware changes made since vehicle production. This procedure can only be performed using Ford's Service Bay Technical System (SBTS) or equivalent.
A replacement PCM will have a label stating PROGRAMMING REQUIRED. This indicates that it is necessary to retrieve VID data from the original PCM before removing PCM from vehicle. This procedure can be performed using New Generation Star (007-00500) scan tool or equivalent. See FLASH VEHICLE IDENTIFICATION (VID) BLOCK PROCEDURE . If original PCM is nonfunctional, it will be necessary to manually reprogram VID block. This procedure can only be performed using Ford's Service Bay Technical System (SBTS) or equivalent.
FLASH VEHICLE IDENTIFICATION (VID) BLOCK PROCEDURE
Note. If using a generic scan tool, follow scan tool manufacturer's instructions to perform FLASH VEHICLE IDENTIFICATION (VID) BLOCK PROCEDURE.
- To perform this procedure NGS scan tool, Ford Service Function (FSF) card and NGS Flash Cable (007-00531) must be used. Plug flash cable into scan tool. Plug other end of flash cable into Data Link Connector (DLC). From the scan tool main menu, select SERVICE BAY FUNCTIONS, PCM-POWERTRAIN CONTROL MODULE and then PROGRAMMABLE MODULE INSTALLATION.
- Scan tool display should show 2 selections. The first is selection is for old PCM information to be retrieved and stored. The second selection is for restoring new PCM with information that has been retrieved from the old PCM. Follow scan tool display instructions or refer to instruction sheet included with FSF card. If Vehicle Identification (VID) block has been reprogrammed previously, scan tool will display a message indicating the need to reflash entire Integrated Circuit (IC). This procedure can only be performed using Ford's Worldwide Diagnostic System (WDS).

Note. All references to 2V or 4V following an engine size or model is 2 or 4 valves per cylinder.

- Ensure all non-EEC related faults found while performing basic diagnostic procedures in appropriate BASIC DIAGNOSTIC PROCEDURES article have been corrected. Follow each test step in order until fault is found. DO NOT replace any part unless directed to do so. When greater than one code is retrieved, start with first code displayed.
- System tests ensure electrical circuits are okay before sensors or other components are replaced. Always test circuits for continuity between sensor and PCM. Test all circuits for short to power, opens or short to ground. Voltage Reference (VREF) and Voltage Power (VPWR) circuits should be tested with ignition on or as specified in SYSTEM TESTS.
- If measuring voltage or resistance at PCM and a breakout box is not available, always backprobe PCM connector. To identify Powertrain Control Module (PCM) connector terminals, see illustration. (Scheme 17)and (Scheme 18). DO NOT connect any test light unless specified in testing procedure. All measurements are made by probing rear of connector (wiring harness side). Isolate both ends of a circuit and turn ignition off when checking for shorts or continuity, unless instructed otherwise.
- Disconnect solenoids and switches from harness before measuring continuity and resistance or applying voltage. After each repair, check all component connections and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test).
- An open circuit is defined as a resistance reading of 5 ohms or greater. This specification tolerance may be too high for some items in EEC-V system. If resistance approaches 5 ohms, always clean suspect connector and coat it with protective dielectric silicone grease. A short is defined as a resistance reading of 10,000 ohms or less to ground, unless stated otherwise in system test.
- If instructed to replace Powertrain Control Module (PCM) after performing a system test, new PCM must be programmed. See «PROGRAMMING PCM»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__programming-pcm).
TEST KF: FAN CONTROL (FC) RELAY
Note. This article only tests the Fan Control (FC) relay and Constant Relay Control Module (CCRM) circuits. Other test may be referenced while performing electric cooling fan diagnosis. For complete Ford EEC-V system diagnosis, see SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE.
Note. After each service or repair procedure has been completed, reconnect all components. Clear DTCs and repeat QUICK TEST procedures to ensure all EEC-V systems are working properly and DTCs are no longer present.
Diagnostic Aids
This system test is for Contour, Crown Victoria, Grand Marquis, Mystique, Sable, Taurus, Town Car and Windstar only. On all models, PCM determines engine cooling fan requirements and controls fan operation through Low Fan Control (LFC) and High Fan Control (HFC) circuits. HFC relay is normally open.
Perform this test only when instructed by QUICK TEST or directed by other test procedures. This test is only intended to diagnose

- 1) DTC P1474 & P1479: Check For VPWR To Applicable Fan Control Relay DTC P1474 indicates a Low Speed Fan Control (LFC) primary circuit failure. DTC P1479 indicates a High Speed Fan Control (HFC) primary circuit failure. Possible causes are: Open Or Shorted LFC Or HFC Circuit Open VPWR Circuit To Fan Control Relay Faulty Fan Control Relay (LFC or HFC) Faulty PCM Turn ignition off. Disconnect appropriate fan control relay. Turn ignition on. Using a voltmeter, measure voltage between VPWR terminal at appropriate fan control relay wiring harness connector and negative battery terminal. (Scheme 19)- (Scheme 23). If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, repair open in VPWR circuit to appropriate fan control relay.
- 2) Check For LFC Or HFC Circuit Cycling Turn ignition on, engine off. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Connect a test light between VPWR terminal and LFC or HFC terminal at appropriate fan control relay wiring harness connector. Using scan tool, command appropriate cooling fan speed on and off. If test light turns on and off, replace appropriate fan control relay. If test light does not turn on and off, turn ignition off, remove test light and go to next step.
- 3) Check LFC Or HFC Circuit For Short To Power Turn ignition off. Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Turn ignition on, engine off. Measure voltage between ground and LFC or HFC terminal at appropriate fan control relay wiring harness connector. If voltage is less than one volt, go to next step. If voltage is one volt or greater, repair LFC or HFC circuit for short to power.
- 4) Check LFC Or HFC Circuit For Short To Ground Turn ignition off. Disconnect scan tool from DLC. Measure resistance between ground and LFC or HFC terminal at appropriate fan control relay wiring harness connector. If resistance is greater than 10,000 ohms, go to next step. If resistance is 10,000 ohms or less, repair LFC or HFC circuit short to ground.
- 5) Check For Open LFC Or HFC Circuit Measure resistance between appropriate PCM connector terminal (LFC or HFC) and LFC or HFC terminal at appropriate fan control relay wiring harness connector. If resistance is less than 5 ohms, replace PCM. If resistance 5 ohms or greater, repair open in LFC or HFC circuit. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 5) to step 10). No test procedures have been omitted.
- 10) Continuous Memory DTC P1474 Continuous Memory DTC P1474 indicates an LFC circuit failure occurred during vehicle operation. Possible causes are: Open VPWR Circuit To LFC Relay Open Or Shorted LFC Circuit Turn ignition off. Ensure A/C and defroster are off. Disconnect cooling fan motor connector (both fan motor connectors on models with 2 fans). Inspect connector(s) for loose, damaged or corroded terminals. Repair as necessary. Connect a test light between ground and power-to-low fan terminal at fan motor wiring harness connector (either connector on models with 2 fans). Turn ignition on, engine off. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Observe test light for indication of fault (test light will turn on to indicate fault) while performing the following: Shake and bend LFC circuit between PCM and LFC relay. Lightly tap on LFC relay to simulate road shock. If fault is indicated, isolate and repair short to ground in wiring harness. If fault is not indicated, problem is intermittent. Lightly tap on HFC fan control relay to simulate road shock. If fault is indicated, turn ignition off. Isolate and repair short to ground in wiring harness. - 30) Electric Cooling Fan Problem (With No DTCs) Turn ignition on, engine off. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command cooling fan ON and check fan operation. On models with 2-speed fan, check both fan speeds. Wait 20 seconds after commanding high fan speed on. Verify fan changes speed. On all models, if fan(s) functions properly, turn ignition off. Return to test that directed you here. If fan(s) do not function properly, go to step 50) (Contour, Cougar, Focus With A/C, Mystique and Windstar), go to step 41) (Focus Without A/C) or go to next step (all other models).
- 31) Determine Fan Operation During operational check of both fan speeds, if cooling fan(s) operated at one speed only, go to step 40). If cooling fan(s) did not operate at any speed, go to next step. On Sable and Taurus, if one cooling fan did not operate properly, but other fan operated properly, go to step 70).
- 32) Cooling Fan Will Not Operate At Any Speed Ensure ignition is on, scan tool is still connected and in «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode), and cooling fan is commanded off. Disconnect cooling fan motor connector (both fan motor connectors on Sable and Taurus). Using scan tool, command high speed cooling fan ON. Using a voltmeter, measure voltage between ground and HIGH FAN PWR terminal at fan motor wiring harness connector (either connector on Sable and Taurus). If voltage is 10 volts or less, go to next step. If voltage is greater than 10 volts, go to step 37).
- 33) Check B+ Circuit To HFC & LFC Relays Turn ignition off. Ensure cooling fan motor connector(s) are disconnected. Disconnect HFC and LFC relays. Measure voltage between ground and B+ terminal at HFC and LFC relay wiring harness connectors. If both voltage readings are greater than 10.5 volts, go to next step. If any voltage reading is 10.5 volts or less, check for faulty B+ circuit (open circuit or blown fuse). If a fuse is blown, check for short to ground before replacing fuse. Repair as necessary. Recheck cooling fan operation.
- 34) Check For Open Circuit Measure resistance of HIGH FAN PWR circuit between HFC relay wiring harness connector and cooling fan motor wiring harness connector(s). Measure resistance of LOW FAN PWR circuit between LFC relay wiring harness connector and cooling fan wiring harness connector(s). If both resistance readings are less than 5 ohms, go to next step. If any resistance reading is 5 ohms or greater, locate and repair open circuit. Recheck cooling fan operation.
- 35) Check Power To Cooling Fan Motor Reconnect HFC and LFC relays. Ensure cooling fan motor connector(s) are disconnected. Turn ignition on, engine off. Using scan tool, access «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode). Command low speed fan ON. Measure voltage between ground and LOW FAN PWR terminal at cooling fan motor wiring harness connector (either connector on Sable and Taurus). If voltage is greater than 10 volts, replace HFC relay and go to step 37). If voltage is 10 volts or less, go to step 75) and follow procedure for low speed fan inoperative. After repair, repeat step 75) and follow procedure for high speed fan inoperative. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 35) to step 37). No test procedures have been omitted.
- 37) Check Cooling Fan Ground Circuit Turn ignition off. Disconnect scan tool from DLC. Measure resistance between ground and ground terminal at cooling fan motor wiring harness connector. If resistance is less than 5 ohms, replace cooling fan motor(s). If resistance is 5 ohms or greater, locate and repair open in ground circuit. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 37) to step 40). No test procedures have been omitted.
- 40) Determine Which Fan Speed Is Operational If high speed fan was inoperative in step 31), go to step 46). If low speed fan was inoperative in step 31), go to next step.
- 41) Low Speed Fan Inoperative Turn ignition on, engine off. Ensure scan tool is still in «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) with fan commanded off. Disconnect cooling fan motor connector (both connectors on Sable and Taurus). Using scan tool, command low speed fan ON. Measure voltage between ground and LOW FAN PWR terminal at cooling fan motor wiring harness connector (either connector on Sable and Taurus). If voltage is greater than 10 volts, verify ground circuit to cooling fan motor. If ground is okay, replace fan motor and recheck cooling fan operation. If voltage is 10 volts or less, go to next step.
- 42) Check Voltage To LFC Relay Disconnect LFC relay. Measure voltage between ground and B+ terminal at LFC relay wiring harness connector. If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, check for faulty B+ circuit (open circuit or blown fuse). If a fuse is blown, check for short to ground before replacing fuse. Repair as necessary. Recheck cooling fan operation.
- 43) Check For Open Circuit Measure resistance of LOW FAN PWR circuit between LFC relay wiring harness connector and cooling fan motor wiring harness connector(s). If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, locate and repair open in LOW FAN PWR circuit. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 43) to step 46). No test procedures have been omitted.
- 46) High Speed Fan Inoperative Ensure scan tool is connected and still in OUTPUT TEST MODE with fan commanded off. Disconnect cooling fan motor connector (both connectors on Sable and Taurus). Turn ignition on, engine off. Using scan tool, command high speed fan ON. Measure voltage between ground and HIGH FAN PWR terminal at cooling fan motor wiring harness connector. If voltage is greater than 10 volts, verify ground circuit to cooling fan motor. If ground is okay, replace fan motor and recheck cooling fan operation. If voltage is 10 volts or less, go to next step.
- 47) Check For Battery Voltage To HFC Relay Disconnect HFC relay. Measure voltage between ground and B+ terminal at HFC relay wiring harness connector. If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, locate cause of no battery voltage to HFC relay (blown fuse or open circuit). If fuse is blown, check for short circuit before replacing fuse. Repair as necessary. Recheck cooling fan operation.
- 48) Check For Open High Fan PWR Circuit Turn ignition off. Measure resistance of HIGH FAN PWR circuit between HFC relay wiring harness connector and cooling fan motor wiring harness connector. If resistance is less than 5 ohms, go to step 75). If resistance is 5 ohms or greater, repair open in HIGH FAN PWR circuit. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 48) to step 50). No test procedures have been omitted.
- 50) Low Speed &/Or High Speed Cooling Fan Inoperative (Contour, Cougar, Focus With A/C, Mystique & Windstar) If one cooling fan is inoperative, but other cooling fan operates normally, go to step 70). Turn ignition off. Disconnect LFC and HFC relays. Measure voltage between ground and B+ terminal at both LFC and HFC relay wiring harness connectors. If both voltage readings are greater than 10.5 volts, go to next step. If any voltage reading is 10.5 volts or less, locate and repair open in B+ circuit. If fuse or fuse link was blown, check and repair cause of blown fuse or fuse link. Recheck cooling fan operation.
- 51) Check Fan PWR Circuit, Fan Ground & Internal Fan Circuits Ensure ignition is off. Measure resistance between ground and FAN PWR terminal at both LFC and HFC relay wiring harness connectors. If both resistance readings are less than 15 ohms, go to next step. If any resistance reading is 15 ohms or greater, go to step 56).
- 52) Check For Short To Ground In Fan PWR Circuit Disconnect both cooling fan motors. Measure resistance between ground and FAN PWR terminal at HFC relay wiring harness connector. If resistance is greater than 10,000 ohms, go to next step. If resistance is 10,000 ohms or less, locate and repair short to ground in FAN PWR circuit. Recheck cooling fan operation.
- 53) Check HFC & LFC Relay Operation Ensure cooling fan motor connectors are disconnected. Reconnect HFC and LFC relays. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Check relays as follows: HFC Relay Turn ignition on, engine off. Using scan tool, command high speed fan ON. Wait 15 seconds. Using a voltmeter, measure voltage between ground and FAN PWR terminal at cooling fan motor wiring harness connector (either fan motor). Voltage should be greater than 10.5 volts. LFC Relay Turn ignition on, engine off. Using scan tool, command low speed fan ON. Using a voltmeter, measure voltage between ground and FAN PWR terminal at cooling fan motor wiring harness connector (either fan motor). Voltage should be greater than 10 volts. If both voltage readings are as specified, replace cooling fan motor(s). If any voltage reading is not as specified, note which fan speed is inoperative and go to step 75). NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 53) to step 56). No test procedures have been omitted.
- 56) Check Fan PWR Circuit Resistance Turn ignition off. Disconnect cooling fan motor (either one). Measure resistance of FAN PWR circuit between cooling fan motor wiring harness connector and both HFC and LFC relay wiring harness connectors. If both resistance readings are less than 15 ohms, go to next step. If any resistance reading is 15 ohms or greater, locate and repair open in FAN PWR circuit. Recheck cooling fan operation.
- 57) Check Cooling Fan Ground Circuit Measure resistance between ground and ground terminal at cooling fan motor wiring harness connector. If resistance is less than 5 ohms, replace inoperative cooling fan motor(s). If resistance is 5 ohms or greater, locate and repair open in ground circuit. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 57) to step 60). No test procedures have been omitted.
- 60) Low &/Or High Speed Cooling Fan Always Runs (No DTCs): Verify Fan Is Not On Because Of A/C High Pressure Switch Input To PCM Start engine. Using scan tool, select ACP PID from PID/DATA monitor menu. If PID value indicates CLOSED, leave engine running and go to next step. If PID value indicates OPEN, go to step 65).
- 61) Check A/C High Pressure Switch Disconnect A/C high pressure switch. Again, check ACP PID value. If PID value indicates CLOSED, turn ignition off and go to next step. If PID value indicates OPEN, turn ignition off and reconnect A/C high pressure switch. Service A/C system as necessary.
- 62) Check For Short To Ground In ACPSW Circuit Disconnect scan tool from DLC. Disconnect PCM connector(s). Measure resistance between PCM connector terminal No. 86 and ground. If resistance is greater than 10,000 ohms, replace PCM. If resistance is 10,000 ohms or less, repair short to ground in ACPSW circuit.
- 63) Low &/Or High Speed Cooling Fan Always Runs (No DTCs): Verify Fan Is Not On Because Of A/C High Pressure Sensor Input To PCM Turn A/C off. Start engine. Using scan tool, select ACP V PID from PID/DATA monitor menu. If PID voltage indicates greater than 3 volts, turn ignition off. Service A/C system as necessary. If PID voltage is 3 volts or less, go to next step. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 63) to step 65). No test procedures have been omitted.
- 65) Low &/Or High Speed Cooling Fan Always Runs Turn A/C and defroster off. Turn ignition off. Disconnect LFC relay. Turn ignition on. On Focus without A/C, if cooling fan continues to run, repair FAN PWR circuit for short to power. On all other models, if cooling fan continues to run, go to next step. If cooling fan stops, go to step 80).
- 66) Check HFC Relay Turn ignition off. Disconnect HFC and LFC relays. Turn ignition on. Check cooling fan operation. If cooling fan stops, go to step 80). If cooling fan remains on, turn ignition off. On Contour, Cougar, Focus, Mystique and Windstar, repair FAN PWR circuit for short to power. Recheck cooling fan operation. On all other models, go to next step.
- 67) Check Low Fan PWR Circuit For Short To Power Turn ignition off. Disconnect cooling fan motor connector (both fan motor connectors on Sable and Taurus). Turn ignition on. Measure voltage between ground and LOW FAN PWR terminal at cooling fan motor wiring harness connector. If voltage is less than one volt, repair HIGH FAN PWR circuit for short to power. Recheck cooling fan operation. If voltage is one volt or greater, repair LOW FAN PWR circuit for short to power. Recheck fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 67) to step 70). No test procedures have been omitted.
- 70) One Cooling Fan Inoperative & Other Cooling Fan Operates Normal (No DTCs) Turn ignition off. Disconnect inoperative cooling fan motor connector. Measure resistance between ground and ground terminal at fan motor wiring harness connector. If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, repair open in ground circuit. Recheck cooling fan operation.
- 71) Check For Voltage To Fan Disconnect remaining cooling fan motor. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command high speed fan ON. Measure voltage between ground and HIGH FAN PWR terminal at inoperative cooling fan motor wiring harness connector. On Sable and Taurus, also command low speed fan ON. Measure voltage between ground and LOW FAN PWR terminal at inoperative cooling fan motor wiring harness connector. On all models, if voltage is greater than 10 volts (at both terminals on Sable and Taurus), replace inoperative cooling fan motor. Recheck cooling fan operation. If voltage is 10 volts or less, locate and repair open circuit between inoperative cooling fan motor and splice to other fan motor. Recheck fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 71) to step 75). No test procedures have been omitted.
- 75) Accessing Parameter Identification (PID) A inoperative high speed or low speed fan can be caused by a primary circuit fault, even though a DTC was not set. Check if scan tool being used is capable of accessing PID values while in Output Test Mode. If PID access is possible, go to next step. If PID access is not possible, go to step 78) (if low speed fan is inoperative) or step 79) (if high speed fan is inoperative).
- 76) Check Operation Of Primary Fan Circuits Reconnect all connectors. Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Perform the appropriate test procedure as follows: Low Speed Fan Inoperative Using scan tool, select LFCA and LFCF PIDs from PID/DATA monitor menu. With low speed fan off, LFCA PID should read OFF and LFCF PID should read NO. Command low speed fan ON. LFCA PID should read ON and LFCF PID should still be NO. High Speed Fan Inoperative Using scan tool, select HFCA and HFCF PIDs from PID/DATA monitor menu. Command high speed fan ON. HFCA PID should read OFF and LFCF PID should read NO. Command high speed fan ON. HFCA PID should read ON and HFCF PID should still be NO. If LFCF PID of HFCF PID indicated YES with fan commanded on or off, a primary circuit fault is detected. Go to step 1) and perform diagnosis for DTC P1479 (if HFCF PID was yes) or perform diagnosis for DTC P1474 (if LFCF PID was yes). If LFCF PID or HFCF PID indicated NO with fan commanded on or off, primary circuits are okay. Replace LFC relay (if low speed fan is inoperative) or replace HFC relay (if high speed fan is inoperative). Verify applicable FAN PWR circuit is not shorted to ground. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 76) to step 78). No test procedures have been omitted.
- 78) Check Operation Of Low Speed Fan Primary Circuits Reconnect all connectors. Turn ignition on. Connect a test light between VPWR terminal and LFC terminal at LFC relay wiring harness connector. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. While observing scan tool, command low speed fan ON then OFF. If test light turns on then off, primary circuits are okay. Replace LFC relay. Verify FAN PWR circuit is not shorted to ground. Recheck cooling fan operation. If test light did not turn on then off, LFC primary circuit fault is detected. Go to step 1) and perform diagnosis for DTC P1474.
- 79) Check Operation Of High Speed Fan Primary Circuits Reconnect all connectors. Turn ignition on. Connect a test light between VPWR terminal and HFC terminal at HFC relay wiring harness connector. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. While observing scan tool, command high speed fan ON then OFF. If test light turns on then off, primary circuits are okay. Replace HFC relay. Verify FAN PWR circuit is not shorted to ground. Recheck cooling fan operation. If test light did not turn on then off, HFC primary circuit fault is detected. Go to step 1) and perform diagnosis for DTC P1479.
- 80) Check Operation Of Primary Fan Circuits A inoperative high speed or low speed fan can be caused by a primary circuit fault, even though a DTC was not set. Reconnect LFC or HFC relay connector. Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Perform the appropriate test procedure as follows: Fan Stops Running With LFC Relay Disconnected Using scan tool, select LFCA and LFCF PIDs from PID/DATA monitor menu. Command low speed OFF. LFCA PID should read OFF and LFCF PID should read NO. Fan Stops Running With HFC Relay Disconnected Using scan tool, select HFCA and HFCF PIDs from PID/DATA monitor menu. Command high speed fan OFF. HFCA PID should read OFF and HFCF PID should read NO. If LFCF PID of HFCF PID indicated YES with fan commanded OFF, a primary circuit fault is detected. Go to step 1) and perform diagnosis for DTC P1479 (if HFCF PID was yes) or perform diagnosis for DTC P1474 (if LFCF PID was yes). If LFCF PID of HFCF PID indicated NO with fan commanded OFF, primary circuits are okay. Replace LFC relay (if fan stopped running with LFC relay disconnected) or replace HFC relay (if fan stopped running with HFC relay disconnected). Recheck cooling fan operation.
TEST X: CONSTANT CONTROL RELAY MODULE (CCRM)
Note. This article only tests the Fan Control (FC) relay and Constant Relay Control Module (CCRM) circuits. Other test may be referenced while performing electric cooling fan diagnosis. For complete Ford EEC-V system diagnosis, see SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE.
Note. After each service or repair procedure has been completed, reconnect all components. Clear DTCs and repeat QUICK TEST procedures to ensure all EEC-V systems are working properly and DTCs are no longer present.
CCRM interfaces with the EEC-V system to provide control for cooling fan and A/C clutch. CCRM also contains EEC-V power relay, which provides battery power (VPWR) to the PCM and EEC-V system. Perform this test only when instructed by QUICK TEST or if directed by a system test. This test is only intended to diagnose the following
- Constant Control Relay Module (CCRM)
- Harness Circuits (B+, VPWR, FC, LOW FAN PWR, HIGH FAN PWR, GND, LFC, HFC, ACCS, A/C CLUTCH PWR & WAC) (Scheme 24)- (Scheme 26)

- 1) Check VPWR Circuit Continuity Turn ignition off. Disconnect IAC valve connector. Disconnect CCRM connector. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Disconnect scan tool from Data Link Connector (DLC). Measure resistance between VPWR terminal at IAC wiring harness connector and terminals No. 12 and 24 at CCRM wiring harness connector. (Scheme 27) If both resistance readings are less than 5 ohms, reconnect IAC and go to next step. If any resistance reading is 5 ohms or greater, repair open in VPWR circuit between CCRM and splice to IAC valve. - 2) Check For Battery Voltage & IGN START/RUN Voltage To CCRM Measure voltage between negative battery terminal and terminals No. 8 and 10 at CCRM wiring harness connector. Note voltage. Turn ignition on. Measure voltage between negative battery terminal and terminal No. 13 at CCRM wiring harness connector. If all voltage readings are greater than 10.5 volts, go to next step. If any voltage reading is 10.5 volts or less, check related fuses. If fuse is blown, check for short to ground in B+ or IGN START/RUN circuits. Repair as necessary and replace fuse. If fuses are okay, repair open in B+ or IGN START/RUN circuit.
- 3) Check CCRM Ground Circuit Turn ignition off. Leave CCRM disconnected. Measure voltage between terminals No. 8 and 15 at CCRM wiring harness connector. If voltage is greater than 10.5 volts, replace CCRM. If voltage is 10.5 volts or less, repair open in ground circuit (terminal No. 15). NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 3) to step 15). No test procedures have been omitted.
- 15) DTC P1479: Check High Fan Control (HFC) Relay DTC P1479 indicates HFC primary circuit failure. Following are possible causes for this fault. Open Or Shorted Circuit Faulty CCRM Faulty Powertrain Control Module (PCM) Turn ignition off. Disconnect CCRM connector. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Measure resistance between terminals No. 17 and 24 at CCRM wiring harness connector. (Scheme 27) Resistance should be 65-100 ohms. Measure resistance between terminal No. 17 and terminals No. 1 through 11, 13, 15 and 21 at CCRM wiring harness connector. Each resistance should be greater than 1000 ohms. If resistance is as specified, go to next step. If resistance is not as specified, replace CCRM.
- 16) Check HFC Circuit Continuity Turn ignition off. Disconnect CCRM and PCM connectors. Inspect connectors for loose, damaged or corroded terminals. Repair as necessary. Measure resistance between PCM connector terminal No. 17 (Escort) or No. 46 (Mustang) and terminal No. 17 at CCRM wiring harness connector. If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, repair open in HFC circuit.
- 17) Check HFC Circuit For Short To Power Turn ignition on. Measure voltage between negative battery terminal and PCM connector terminal No. 17 (Escort) or No. 46 (Mustang). If voltage is less than one volt, go to next step. If voltage is one volt or greater, repair short to power in HFC circuit.
- 18) Check HFC Circuit For Short To Ground Turn ignition off. Disconnect scan tool from Data Link Connector (DLC). Measure resistance between PCM connector terminal No. 17 (Escort) or No. 46 (Mustang) and negative battery. If resistance is 10,000 ohms or less, repair HFC circuit short to ground. If resistance is greater than 10,000 ohms, connect scan tool to DLC. Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command high speed fan ON and wait 10 seconds. Command high speed fan OFF. If high speed fan turns on and off as expected, disregard DTC P1479. Repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test) and service any DTCs as necessary. If high speed fan does not turn on and off as expected, replace PCM. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 18) to step 20). No test procedures have been omitted.
- 20) DTC P1474: Check Fan Operation This DTC indicates primary circuit failure in Low Fan Control (LFC) circuit or Fan Control (FC) circuit for single cooling fan systems. Following are possible causes for this fault. Open Or Shorted Circuit Faulty CCRM Faulty Powertrain Control Module (PCM) Turn ignition on. If cooling fan runs continuously, go to step 24). If cooling fan does not run continuously, go to next step.
- 21) Check FC/LFC Circuit For Short To Ground Turn ignition off. Disconnect CCRM connector. Disconnect scan tool from Data Link Connector (DLC). Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Measure resistance between terminal No. 14 at CCRM and negative battery terminal. If resistance is greater than 10,000 ohms, go to next step. If resistance is 10,000 ohms or less, repair short to ground in FC or LFC circuit.
- 22) Check Fan Operation Connect CCRM connector. Leave PCM disconnected. Turn ignition on. If cooling fan runs continuously, replace PCM. If cooling fan does not run continuously, replace CCRM. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 22) to step 24). No test procedures have been omitted.
- 24) Check FC/LFC Circuit Continuity Disconnect CCRM connector. Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Measure resistance between PCM connector terminal No. 45 (except Mustang 4.6L) or No. 19 (Mustang 4.6L) and terminal No. 14 at CCRM wiring harness connector. If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, repair open in FC or LFC circuit.
- 25) Check FC/LFC Circuit For Short To Power Turn ignition on. Measure voltage between negative battery terminal and terminal No. 14 at CCRM. If voltage is less than one volt, go to next step. If voltage is one volt or greater, repair short to power in FC or LFC circuit.
- 26) FC/LFC Circuit Fault Isolation Check Turn ignition off. Reconnect CCRM connector. Connect a jumper wire between PCM connector terminal No. 45 (except Mustang 4.6L) or No. 19 (Mustang 4.6L) and chassis ground. If cooling fan continues to run, replace CCRM. If cooling fan does not run continuously, replace PCM. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 26) to step 30). No test procedures have been omitted.
- 30) Continuous Memory DTC P1474: Check FC/LFC Circuit For Open Circuit Or Short To Power This DTC indicates a circuit failure has occurred on Fan Control (FC) circuit (Mustang 3.8L) or Low Fan Control (LFC) circuit (Escort and Mustang 4.6L). Turn ignition off. Disconnect cooling fan connector. Connect a test light between ground and LOW FAN PWR (FAN PWR on Mustang 3.8L) terminal at cooling fan wiring harness connector. (Scheme 24)- (Scheme 26). Turn ignition on. Test light should be off. Check for indication of fault (test light blinks or turns on) while performing the following: Shake and bend FC/LFC circuit between CCRM and PCM. Lightly tap CCRM to simulate road shock. If fault is indicated, isolate fault and repair as necessary. If fault is not indicated, go to next step.
- 31) Check LFC/FC Circuit For Short To Ground Leave cooling fan connector disconnected and test light connected. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command low speed fan ON. Test light should be on. Check for indication of fault (test light blinks or turns off) while performing the following: Shake and bend FC/LFC circuit between CCRM and PCM. Lightly tap CCRM to simulate road shock. If fault is indicated, isolate fault and repair as necessary. If fault is not indicated, problem is intermittent and cannot be duplicated at this time. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 31) to step 35). No test procedures have been omitted.
- 35) Continuous Memory DTC P1479 This DTC indicates that High Fan Control (HFC) circuit failure has occurred. Turn ignition off. Disconnect cooling fan connector. Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Connect a test light between ground and high fan power circuit terminal at cooling fan wiring harness connector. (Scheme 24)or (Scheme 26). Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command high speed fan ON. Test light should be on. Check for indication of fault (test light blinks or turns off) while performing the following: Shake and bend HFC circuit between CCRM and PCM. Lightly tap CCRM to simulate road shock. If fault is indicated, isolate fault and repair as necessary. If fault is not indicated, go to next step.
- 36) Check HFC Circuit For Short To Ground Turn ignition on. Command high speed fan OFF. Test light should be off. Check for indication of fault (test light blinks or turns on) while performing the following: Shake and bend HFC circuit between CCRM and PCM. Lightly tap CCRM to simulate road shock. If fault is indicated, isolate fault and repair as necessary. If fault is not indicated, problem is intermittent and cannot be duplicated or identified at this time. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 36) to step 40). No test procedures have been omitted.
- 40) Check Cooling Fan Operation Turn ignition off. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command cooling fan ON. Check fan operation. On 2-speed fan applications, check both fan speeds (wait 30 seconds after commanding high speed fan on). If fan does not operate, go to next step. If fan operates (all speeds), no problem is indicated at this time. Fault may be intermittent.
- 41) Cooling Fan Concern On Mustang 3.8L, go to next step. On all other models, during operational check of both fan speeds, if fan did not operate at any speed, stay in Output Test Mode and go to next step. If fan operated at one fan speed, go to step 50).
- 42) Cooling Fan Does Not Operate At Any Speed Turn ignition on. Disconnect cooling fan motor. Command fan ON (high speed for 2-speed applications). Measure voltage between chassis ground and HIGH FAN PWR (FAN PWR on Mustang 3.8L) terminal at cooling fan wiring harness connector. If voltage is 10 volts or less, go to next step. If voltage is greater than 10 volts, go to step 45).
- 43) Check B+ Circuit To Fan Relays Turn ignition off. Ensure cooling fan is disconnected. Disconnect CCRM connector. Measure voltage between negative battery terminal and terminals No. 3 and 4 at CCRM wiring harness connector. If both voltage readings are greater than 10 volts, go to next step. If any voltage reading is 10 volts or less, fault exists in B+ circuit. Check cooling fan related fuse/fuse links. If fuse/fuse link is blown, check for short to ground in B+ circuit. Repair as necessary. If fuse/fuse link is okay, check for open B+ circuit. Repair as necessary, reconnect all components and recheck system operation.
- 44) Check Power To Fan(s) Circuit Turn ignition off. Disconnect CCRM connector. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Ensure cooling fan is disconnected. Perform appropriate procedure: Mustang 3.8L Measure resistance of FAN PWR circuit between cooling fan wiring harness connector and terminal No. 2 at CCRM wiring harness connector. If resistance is less than 7 ohms, go to step 70). If resistance is 7 ohms or greater, locate and repair open circuit between cooling fan motor and CCRM. After repair is complete, reconnect all components and recheck system operation. All Models Except Mustang 3.8L Measure resistance of HIGH FAN PWR circuit between cooling fan wiring harness connector and terminal No. 6 at CCRM wiring harness connector. Measure resistance of LOW FAN PWR circuit between cooling fan wiring harness connector and terminal No. 2 of CCRM. If both resistance readings are less than 7 ohms, replace CCRM. If any resistance reading is 7 ohms or greater, locate and repair open circuit(s) between cooling fan motor and CCRM. After repair is complete, reconnect all components and recheck system operation.
- 45) Check Cooling Fan Ground Circuit Disconnect scan tool from Data Link Connector (DLC). Measure resistance between negative battery terminal and ground circuit terminal at cooling fan wiring harness connector. If resistance is 5 ohms or greater, locate and repair open ground circuit. Reconnect all components and recheck system operation. If resistance is less than 5 ohms, replace cooling fan motor. Reconnect all components and recheck system operation. - 50) Determine Which Fan Speed Is Operational If low speed fan is functioning properly, but high speed fan is inoperative, go to step 65). If low speed fan is not functioning properly, go to next step.
- 51) Low Speed Cooling Fan Inoperative Turn ignition on. Remain in Output Test Mode. Disconnect cooling fan. Command low speed fan ON. Measure voltage between negative battery terminal and LOW FAN PWR terminal at cooling fan wiring harness connector. If voltage is greater than 10 volts, replace fan motor. Reconnect all components and recheck system operation. If voltage is 10 volts or less, go to next step.
- 52) Check Low Fan Power Circuit Continuity Turn ignition off. Disconnect CCRM connector. Measure resistance between LOW FAN PWR terminal at cooling fan wiring harness connector and terminals No. 1 and 2 at CCRM wiring harness connector. (Scheme 27) If both resistance readings are less than 5 ohms, go to step 70). If any resistance reading is 5 ohms or greater, locate and repair open in LOW FAN PWR power circuit. Reconnect all components and recheck system operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 52) to step 65). No test procedures have been omitted.
- 65) High Speed Cooling Fan Inoperative With scan tool still in Output Test Mode, disconnect cooling fan. Turn ignition on. Command high speed cooling fan ON. Measure voltage between negative battery terminal and HIGH FAN PWR terminal at cooling fan wiring harness connector. If voltage is 10.5 volts or less, go to next step. If voltage is greater than 10.5 volts, replace fan motor. Reconnect all components and recheck system operation.
- 66) Check High Fan Power Circuit Resistance Turn ignition off. Disconnect CCRM connector. Measure resistance of HIGH FAN PWR circuit between terminal No. 6 at CCRM wiring harness connector and cooling fan wiring harness connector. If resistance is less than 5 ohms, go to step 70). If resistance is 5 ohms or greater, locate and repair open in HIGH FAN PWR circuit. Reconnect all components and recheck system operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 66) to step 70). No test procedures have been omitted.
- 70) Accessing Parameter Identification (PID) A inoperative high speed or low speed fan can be caused by a primary circuit fault, even though a DTC was not set. Check if scan tool being used is capable of accessing PID values while in Output Test Mode. If PID access is possible, go to next step. If PID access is not possible, go to step 73) (if fan inoperative on Mustang 3.8L or if low speed fan inoperative on all other models) or step 16) (if high speed fan inoperative).
- 71) Check Operation Of Primary Fan Circuits Reconnect all connectors. Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Perform the appropriate test procedure as follows: Low Speed Fan Inoperative (Fan Inoperative On Mustang 3.8L) Using scan tool, select LFCA and LFCF PIDs from PID/DATA monitor menu. With low speed fan off, LFCA PID should indicate OFF and LFCF PID should indicate NO. Command low speed fan ON. LFCA PID should indicate ON and LFCF PID should still indicate NO. High Speed Fan Inoperative Using scan tool, select HFCA and HFCF PIDs from PID/DATA monitor menu. Command high speed fan ON. HFCA PID should indicate OFF and LFCF PID should indicate NO. Command high speed fan ON. HFCA PID should indicate ON and HFCF PID should still indicate NO. On all models, if LFCF PID of HFCF PID indicated YES with fan commanded on or off, a primary circuit fault is detected. Go to step 15) (if HFCF PID was yes) or go to step 20) (if LFCF PID was yes). If LFCF PID of HFCF PID indicated NO with fan commanded on or off, primary circuits are okay. Replace CCRM. Verify applicable FAN PWR circuit is not shorted to ground. Recheck cooling fan operation. - 73) Check FC Or LFC Circuit For Short To Ground Turn ignition off. Disconnect scan tool from DLC. Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Measure resistance between terminal No. 14 at CCRM and chassis ground. If resistance is greater than 10,000 ohms, replace CCRM. Ensure appropriate FAN PWR circuit is not shorted to ground. If resistance is 10,000 ohms or less, repair short to ground in LFC or LF circuit. - 80) Cooling Fan Always Runs, No DTCs Present Start engine. Using scan tool, select ACP PID from PID/DATA monitor menu. If PID value indicates CLOSED, leave engine running and go to next step. If PID value indicates OPEN, go to step 82).
- 81) Check A/C High Pressure Switch Disconnect A/C high pressure switch. Again, view ACP PID. If PID value indicates CLOSED, turn ignition off. Go to step 135) and check A/C high pressure input to PCM. If PID value indicates OPEN, turn ignition off. Reconnect A/C high pressure switch. Check A/C high pressure switch operation and check for overcharged A/C system. See appropriate article in AIR CONDITIONING & HEATING.
- 82) Cooling Fan Always Runs Turn all accessories off. Turn ignition on. Verify that cooling fan is always on. Turn ignition off. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Disconnect CCRM connector. Turn ignition on. If cooling fan is off, go to step 84). If cooling fan is still on, locate and repair short to power in power to fan circuit (Mustang 3.8L) or go to next step (all other models).
- 83) Check For Short To Power Disconnect cooling fan. Measure voltage between ground and LOW FAN PWR and HIGH FAN PWR terminals at cooling fan motor wiring harness connector. If both voltage readings are less than one volt, problem is intermittent and cannot be duplicated at this time. If any voltage reading is one volt or greater, locate and repair short to power in applicable FAN PWR circuit. Reconnect all components and recheck system operation.
- 84) Check Operation Of Primary Fan Circuits Reconnect all connectors. Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Perform the appropriate test procedure as follows: Low Speed Fan Stops Running (Fan Stops Running On Mustang 3.8L) With CCRM Disconnected Using scan tool, select LFCA and LFCF PIDs from PID/DATA monitor menu. Command low speed OFF. LFCA PID should indicate OFF and LFCF PID should indicate NO. Fan Stops Running With CCRM Disconnected Using scan tool, select HFCA and HFCF PIDs from PID/DATA monitor menu. Command high speed fan OFF. HFCA PID should indicate OFF and HFCF PID should indicate NO. If LFCF PID of HFCF PID indicated YES with fan commanded off, a primary circuit fault is detected. Go to step 15) (if HFCF PID was yes) or go to step 20) (if LFCF PID was yes). If LFCF PID of HFCF PID indicated NO with fan commanded off, primary circuits are okay. Replace CCRM. Recheck cooling fan operation. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 84) to step 98). No test procedures have been omitted.
- 98) Lack Of Cooling: A/C Not Functioning Turn ignition off. Disconnect A/C cycling switch. Connect a jumper wire between A/C cycling switch wiring harness connector terminals. Disconnect A/C clutch. Connect a DVOM between power and ground terminals at A/C clutch wiring harness connector. Start engine. Turn A/C on and wait 15 seconds. If voltage is not greater than 10.5 volts, go to next step. If voltage is greater than 10.5 volts, turn ignition off. Remove jumper wire. Reconnect all connectors. If symptom is poor A/C performance in hot ambient temperature on all except Mustang 3.8L, go to step 145). On all others, check and repair A/C system as necessary.
- 99) Check ACCS PID Value Ensure jumper wire is still connected between A/C cycling switch wiring harness connector terminals and A/C is on. Using scan tool, select ACCS PID from PID/DATA monitor menu. If PID value indicates ON, turn ignition off. Remove jumper wire. Reconnect A/C cycling switch, and go to step 110). If PID value indicates OFF, PCM is not receiving ACCS signal. Go to next step.
- 100) Check For Voltage To A/C Cycling Pressure Switch Disconnect A/C cycling switch. Turn ignition on. Turn A/C switch on. Measure voltage between A/C demand switch side of A/C cycling switch wiring harness connector and negative battery terminal. If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, EEC-V system is okay. Fault is in A/C system. Check A/C system of cause of voltage loss to A/C cycling switch.
- 101) Check A/C Cycling Switch Contacts Turn ignition off. Measure resistance between A/C cycling switch terminals. If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, EEC-V system is okay. Fault is in A/C system. Check A/C cycling switch and for proper refrigerant charge. Repair as necessary.
- 102) Check For Voltage To A/C High Pressure Switch (ACPSW) Turn ignition off. Reconnect A/C cycling switch. Disconnect ACPSW. Turn ignition on. Turn A/C switch on. Measure voltage between A/C demand switch terminal at ACPSW wiring harness connector and negative battery terminal. (Scheme 28) If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, repair open circuit between ACPSW and A/C cycling switch.
- 103) Check Resistance Of ACPSW High Pressure Contacts Turn ignition off. Measure resistance between ACPSW high pressure terminals. (Scheme 29) If resistance is less than 5 ohms, go to next step. If resistance is 5 ohms or greater, check for overcharged A/C system. Service A/C system as necessary. If system charge is okay, replace ACPSW.
- 104) Check Voltage To PCM On ACCS Circuit Turn ignition off. Reconnect ACPSW. Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Turn ignition on. Turn A/C switch on. Measure voltage between PCM connector terminal No. 41 and negative battery terminal. If voltage is greater than 10.5 volts, replace PCM. If voltage is 10.5 volts or less, repair open circuit between PCM and ACPSW.
- 105) KOEO/KOER DTC P1460: Check ACCS PID This DTC indicates that a fault occurred in Wide Open Throttle A/C Cut-Out (WAC) circuit. Following are possible causes for this fault: A/C On During Self-Test Open Or Shorted Circuit Faulty CCRM Faulty Powertrain Control Module (PCM) Turn A/C and defroster off. Start engine and allow to idle. Using scan tool, select ACCS PID from PID/DATA monitor menu. If PID value indicates OFF, go to next step. If PID value indicates ON, go to step 125).
- 106) Check WAC Circuit & WOT A/C Cutoff Relay In CCRM Turn ignition off. Disconnect CCRM connector. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Measure resistance between terminal No. 22 and 24 at CCRM wiring harness connector. (Scheme 27) Resistance should be 130-200 ohms. Measure resistance between terminal No. 22 and terminals No. 1 through 11, 13, 15 and 21 at CCRM wiring harness connector. Each resistance should be greater than 1000 ohms. If resistance is as specified, go to next step. If resistance is not as specified, replace CCRM. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test).
- 107) WAC Circuit For Short To Power Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Turn ignition on. Measure voltage between terminal No. 22 at CCRM and chassis ground. If voltage is less than one volt, go to next step. If voltage is one volt or greater, repair WAC circuit short to power. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test).
- 108) Check WAC Circuit For Short To Ground Turn ignition off. Leave CCRM and PCM disconnected. Disconnect scan tool from Data Link Connector (DLC). Measure resistance between terminal No. 22 at CCRM wiring harness connector and chassis ground. If resistance is greater than 10,000 ohms, go to next step. If resistance is 10,000 ohms or less, repair WAC circuit short to ground. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test).
- 109) Check WAC Circuit Resistance Turn ignition off. Measure resistance between PCM connector terminal No. 69 (WAC) and terminal No. 22 at CCRM wiring harness connector. If resistance is less than 5 ohms, replace PCM. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test). If resistance 5 ohms or greater, repair open in WAC circuit. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat QUICK TEST.
- 110) Check A/C Voltage To CCRM Turn ignition off. Disconnect CCRM connector. Turn A/C demand switch on. Measure voltage between terminal No. 21 at CCRM wiring harness connector and chassis ground. If voltage is greater than 10.5 volts, go to next step. If voltage is 10.5 volts or less, repair open in A/C demand circuit between CCRM and ACCS circuit splice to PCM.
- 111) Check Circuit Continuity Turn ignition off. Disconnect scan tool from Data Link Connector (DLC). Disconnect A/C clutch connector. Measure resistance of A/C clutch ground circuit between terminal No. 16 at CCRM wiring harness connector and A/C clutch wiring harness connector. Measure resistance of A/C clutch PWR circuit between terminal No. 23 at CCRM wiring harness connector and A/C clutch wiring harness connector. If any resistance reading is 5 ohms or greater, repair open circuit. If both resistance readings are less than 5 ohms, replace CCRM. Verify A/C clutch PWR circuit is not shorted to ground. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 111) to step 115). No test procedures have been omitted.
- 115) Continuous Memory DTC P1469: Excessive A/C Compressor Clutch Cycling This DTC indicates ACCS input to PCM has changed states in less than 8.5 second intervals. Possible causes are: A/C system mechanical fault such as low refrigerant charge or damaged A/C cycling switch. Intermittent open circuit between A/C cycling pressure switch and PCM terminal No. 41 (ACCS). Check A/C system for mechanical fault such as low refrigerant charge or damaged A/C cycling switch. See appropriate article in AIR CONDITIONING & HEATING. If fault is indicated, isolate fault and repair as necessary. Clear DTCs. Start engine and turn A/C on for about 2 minutes. Turn engine and A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test). If fault is not indicated, go to next step.
- 116) Check Circuit Between A/C Cycling Switch & PCM Turn ignition off. Turn ignition on. Using scan tool, select ACCS PID from PID/DATA monitor menu. Turn A/C switch on. Check for indication of fault while performing the following: Shake and bend ACCS circuit between A/C cycling switch and PCM. Lightly tap A/C cycling switch to simulate road shock. Fault will be indicated by ACCS PID quickly turning on and off. If fault is indicated, isolate and repair as necessary. Clear DTCs. Start engine and turn A/C on for about 2 minutes. Turn engine and A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test). If fault is not indicated, problem is intermittent and cannot be duplicated at this time. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 116) to step 120). - 120) Continuous Memory DTC P1460: Intermittent WAC Circuit Failure Turn ignition off. Disconnect A/C cycling switch. Connect a jumper wire between A/C cycling switch wiring harness connector terminals. Turn ignition on. On Mustang, turn A/C demand switch on. On Escort, using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Command outputs ON (this will engage A/C clutch). On all models, check for indication of fault while performing the following: Shake and WAC circuit between CCRM and PCM. Lightly tap on CCRM to simulate road shock. An open circuit or short to power is indicated by A/C clutch clicking on (Mustang) or by A/C clutch clicking off (Escort). On Escort, using scan tool, turn outputs OFF. On all models, check for indication of fault while performing the following: Shake and WAC circuit between CCRM and PCM. Lightly tap on CCRM to simulate road shock. A short to ground is indicated by A/C clutch clicking off (Mustang) or by A/C clutch clicking on (Escort). If a fault is located, isolate fault and repair as necessary. Start engine and turn A/C on for 15 seconds. Turn A/C off and repeat «QUICK TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__quick-test). If fault is not located, fault is intermittent. Remove jumper wire and go to TEST Z: INTERMITTENT in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE and check for intermittent faults.
- 124) DTC P1464: Check ACCS PID This DTC indicates ACCS input to PCM was high during self-test. Turn ignition off. Connect scan tool to DLC. Turn ignition on. Using scan tool, select ACCS PID from PID/DATA monitor menu. If PID value indicates ON, go to next step. If PID value indicates OFF, indication is A/C and defrost switch were on during self-test. Turn A/C and defrost switch off. Repeat «KOEO ON-DEMAND SELF-TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) or «KOER ON-DEMAND SELF-TEST»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) where DTC P1464 was received.
- 125) ACCS PID On Turn ignition off. Disconnect A/C cycling switch. Turn ignition on. Using scan tool, select ACCS PID from PID/DATA monitor menu. If PID value indicates ON, go to step 127) (Escort) or next step (Mustang). If PID value indicates OFF, check A/C switch and replace switch as necessary. See appropriate article in AIR CONDITIONING & HEATING. If A/C switch is okay, repair short to power in A/C demand circuit to A/C cycling switch.
- 126) Check A/C Clutch Circuit For Short To Power Turn ignition off. Disconnect CCRM connector. See «CCRM LOCATIONS»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v) table. Turn ignition on. Measure voltage between terminal No. 23 at CCRM wiring harness connector and negative battery terminal. (Scheme 27) If voltage is less than one volt, go to next step. If voltage is one volt or greater, repair short to power.
- 127) Check ACCS Circuit For Short To Power Turn ignition off. On Escort, reconnect CCRM and A/C cycling switch. On all models, Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Turn ignition on. Measure voltage at PCM connector terminal No. 41 and negative battery terminal. If voltage is less than one volt, replace PCM (Escort) or go to next step (Mustang). If voltage is one volt or greater, repair short to power in ACCS circuit.
- 128) Check ACCS Circuit Voltage To PCM Turn ignition off. Leave A/C cycling switch and PCM disconnected. Reconnect CCRM. Turn ignition on. Measure voltage between PCM connector terminal No. 41 and ground. If voltage is less than one volt, replace PCM. If voltage is one volt or greater, replace CCRM. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 128) to step 130). No test procedures have been omitted.
- 130) Check If A/C Turns Off When A/C Switch Is Turned Off Turn A/C demand switch off. If A/C turns off, go to next step. If A/C does not turn off, go to step 140).
- 131) Check If A/C Cuts Off During WOT Start engine and allow to idle. Turn A/C on. Briefly snap throttle wide open and then return to idle. Listen for A/C clutch disengagement during WOT, then re-engagement after a few seconds of returning to idle. A click noise will be heard when A/C re-engages. Repeat test several times. If A/C clicking noise cannot be heard, disconnect A/C clutch. Connect a test light between A/C clutch power and ground terminals at A/C clutch wiring harness connector. Again, briefly snap throttle to wide open position and return to idle. Test light should be off during WOT and on after a few seconds of returning to idle. If A/C clutch or test light operates as specified, WAC circuit is functioning properly at this time. Go to TEST Z: INTERMITTENT in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE and check for intermittents. If A/C clutch or test light does not operate as specified, go to next step.
- 132) No WOT A/C Cutoff, No DTCs: Check CCRM Reconnect A/C clutch (if necessary). Turn ignition on. Using scan tool, access OUTPUT TEST MODE. See «OUTPUT TEST MODE»(/lincoln/town-car/iii-1997-2003/remont/cooling-fan/#engine-cooling-fan-eec-v__output-test-mode) in ADDITIONAL SYSTEM FUNCTIONS. Turn A/C DEMAND switch on. While observing A/C clutch engagement, command outputs on and off several times. If A/C clutch engagement cycles, system is functioning properly at this time. Go to TEST Z: INTERMITTENT in SELF-DIAGNOSTICS - EEC-V - GASOLINE article in ENGINE PERFORMANCE and check for intermittent faults. If A/C clutch does not cycle, replace CCRM. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 132) to step 135). No test procedures have been omitted.
- 135) Check ACPSW Circuit For Short To Ground Turn ignition off. Disconnect A/C high pressure switch connector. Disconnect scan tool from Data Link Connector (DLC). Disconnect PCM connector(s). Inspect connector for loose, damaged or corroded terminals. Repair as necessary. Measure resistance between PCM connector terminal No. 86 and ground. If resistance is greater than 10,000 ohms, replace PCM. If resistance is 10,000 ohms or less, repair short to ground in ACPSW circuit. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 135) to step 140). No test procedures have been omitted.
- 140) A/C Always On: Check Voltage At A/C Clutch Turn ignition off. Turn A/C and defroster off. Disconnect A/C clutch. Connect a DVOM between A/C clutch wiring harness connector terminals. Start engine. If voltage is 2 volts or greater, go to next step. If voltage is less than 2 volts, electrical portion of A/C system is not at fault. If A/C related symptom still exists, see appropriate article in AIR CONDITIONING & HEATING.
- 141) Check ACCS Input To PCM Turn ignition off. Ensure A/C and defroster are off. Start engine. Using scan tool, select ACCS PID from PID/DATA monitor menu. If PID value indicates ON, go to step 125). If PID value indicates OFF, check A/C system and repair as necessary. See appropriate article in AIR CONDITIONING & HEATING. NOTE: A break in step numbering sequence occurs at this point. Procedure skips from step 141) to step 145). No test procedures have been omitted.
- 145) Check A/C High Pressure Switch Medium Pressure Circuits Turn ignition off. Disconnect A/C high pressure switch. Ensure A/C is off. Connect jumper wire between ACPSW terminal and ground terminal at A/C high pressure switch connector. (Scheme 30) Start engine and allow to idle for 15 seconds. If high speed fan does not come on, go to next step. If high speed fan comes on, turn ignition off. A/C high pressure switch medium pressure circuits are okay. Remove jumper wire and reconnect A/C high pressure switch connector. See appropriate article in AIR CONDITIONING & HEATING to diagnose symptom.
- Check Ground Circuit To A/C High Pressure Switch With engine still running, move jumper wire from ground terminal at A/C high pressure switch connector to negative battery post. Wait 15 seconds. If high speed fan comes on, turn ignition off. Repair open ground circuit to A/C high pressure switch. If high speed fan does not come on, remove jumper wire and go to next step.
- Check ACPSW Circuit To PCM Disconnect PCM connector(s). Measure resistance between PCM harness connector terminal No. 86 and A/C high pressure switch connector ACPSW terminal. (Scheme 30) If resistance is less than 5 ohms, replace PCM. If resistance is 5 ohms or greater, repair open circuit.
