SPECIFICATIONS

TORQUE SPECIFICATIONS

All outboard safety belts, and second and third row center safety belts (if equipped) are continuous-loop, 3-point systems. The combination lap and shoulder belt (continuous-loop) uses a common slip tongue and retractor.

The shoulder harness retractor is designed to let the webbing move freely in and out at all times, except during vehicle hard braking, hard cornering or an impact of 8 km/h (5 mph) or more, when it is automatically locked by a mechanically actuated inertia sensor.

When replacing safety belt buckles and/or retractor assemblies, use only the replacement parts specified in the Ford Customer Service Division Master Parts and Accessories Catalog.

Active Restraint System Components

The active restraint system consists of the following components in the locations described

1. Front row safety belt buckles and pretensioners, attached to the inboard side of the seats
2. Front seat safety belt retractor with adjustable D-ring attached to the B-pillar behind the trim panel
3. Second, third, fourth and fifth row (if equipped) outboard safety belt retractors, located behind the rear quarter trim panels
4. Center safety belt retractor located in the 3-passenger bench seat backrest (all vehicles except cargo van)
5. Fourth and fifth row (if equipped) LH and RH center safety belt retractors located in the 4-passenger bench seat backrest (12- and 15-passenger vehicles only)
6. Second, third, fourth and fifth row (if equipped) safety belt buckle assemblies, which are secured to the seat frame or seat riser (bucket and bench seats)
7. Child safety seat tether anchors, at the front passenger seat and all second row seating positions, attached to the seat cushion frames or risers (bucket and 3-passenger bench seats)
8. Third and fourth row (if equipped) child safety seat tether anchors, at the center seating position of each 3-passenger bench seat, attached to the seat cushion frame
9. Child safety seat tether anchor at each bench seat riser (serviced only with a new seat riser)
10. Second row lower anchors and tethers for children on the LH bucket seat (if equipped), attached to the seat riser
11. Second, third and fourth row (if equipped) lower anchors and tethers for children at the center seating position of 3-passenger bench seat (if equipped), attached to the seat frame (also RH second row position of 5-passenger vehicle)

Safety Belt Buckle and Pretensioner

All vehicles have a pretensioner system used with the front safety belt buckles. This works in conjunction with the front air bag system mounted in the steering wheel and instrument panel.

The safety belt buckle and pretensioners are for the front outboard occupants, located on the inboard side of the seats. This allows the front safety belt buckle end to move with the front seat.

The safety belt buckle and pretensioner is a pyrotechnic device that removes excess webbing from the safety belt system. When the front air bag system is deployed, the pretensioner in the buckle deploys, causing the buckle to move downward, pulling excess webbing from the lap and shoulder safety belts.

If the vehicle is involved in a collision that results in deployment of the front air bags and safety belt pretensioners, the driver and passenger seat belt system (including safety belt buckle and pretensioners, safety belt retractors and shoulder height adjusters) must be replaced.

If the ignition switch is turned to the ON or START position with the safety belt buckle pretensioner electrical connector(s) disconnected, the DTC and fault PID for an open circuit will be activated.

Rear Safety Belt Buckles

The rear bucket seat safety belt buckles are mounted to the seat cushion frames and are serviceable in-vehicle.

The rear bench seats are equipped with a dual safety belt buckle assembly used for the center and RH seat positions on the 3-passenger bench and both center seat positions on the 4-passenger bench. The rear safety belt buckles are mounted to the seat cushion frame. The LH safety belt buckle on the rear 3-passenger bench seat is part of the center safety belt retractor and is not serviced separately. To remove the LH safety belt buckle on the rear 3-passenger bench seat, refer to SAFETY BELT RETRACTOR - REAR, CENTER, 3-PASSENGER BENCH SEAT . The outboard safety belt buckles on the rear 4-passenger bench seat are part of the safety belt retractors and are not serviceable. To remove the outboard safety belt buckles on the rear 4-passenger bench seat, refer to SAFETY BELT RETRACTOR - REAR, CENTER, 4-PASSENGER BENCH SEAT .

Safety Belt Retractors

Note. Rear outboard safety belt retractors are not interchangeable. Each safety belt retractor is equipped with a locator pin unique to that seating position, and it cannot be installed in any other location. Do not remove or alter the locator pin in any way when installing the safety belt retractor or the safety belt retractor will not function as intended.

The safety belt retractors consist of the following features

1. Energy management (front seats only)
2. Dual locking mode feature Emergency Locking Retractor (ELR) ALR (all except driver seat)

ELR

The safety belt retractor is designed to allow the occupant freedom of movement in normal operation. The ELR is a vehicle-sensitive feature designed to activate and lock the safety belt webbing when braking hard, cornering hard or in an impact of approximately 8 km/h (5 mph). The ELR feature helps to reduce the forward movement of the driver and passengers. Refer to the appropriate FUNCTIONAL TEST procedure in Safety Belt System .

ALR

The ALR mode is used when locking a child seat in an outboard seating position. The ALR mode is automatically activated when the safety belt webbing is fully extracted from the retractor and then allowed to retract. As the safety belt webbing is retracted back onto the spool, an audible clicking sound is made indicating the safety belt retractor is in ALR mode and the safety belt webbing will not pull back out of the safety belt retractor. To disengage the ALR mode, allow the safety belt webbing to fully retract back onto the spool. The ALR mode is disengaged when the webbing is free to extract and retract back into the retractor. The retractor should be checked to make sure it is not in the ALR mode after installation in the stowed position. Refer to the appropriate FUNCTIONAL TEST procedure in Safety Belt System .

Child Safety Seat Tether Anchors and Lower Anchors and Tethers for Children Attachments

Some manufacturers make child safety seats with a tether that straps over the seat backrest and attaches to an anchoring point behind the seat.

Ford recommends the placement of tethered safety seats in a rear seating position, with the tether strap attached to the tether anchoring point. The right front seating position can be used if it is the only seating position available. The tether anchor attachment point for the right front seating position is located on the rear edge of the seat. Child Safety Seat Tether Anchors

Child safety seat tether anchors are located at the following seat positions

1. On the seat riser of the front passenger seat and second row bucket seats.
2. On the 3-passenger bench seat cushion frame at the center seating position.
3. On the 3- and 4-passenger bench seat risers at the outboard seating positions.

If a child safety seat was in use during a collision, inspect the seat frame, riser, pedestal and tether anchor for damage. If damaged, install a new seat frame, riser, pedestal and tether anchor, as necessary.

Lower Anchors and Tethers for Children Attachments

The lower anchors and tethers for children system is a standardized and uniform attachment system for installing child safety seats in passenger vehicles. Lower anchors and tethers for children equipped child safety seats have 2 lower attachments that connect to the vehicle portion of the lower anchors and tethers for children system.

The vehicle portion of the system consists of 2 attachment points (6-mm wires) bolted to the seat frame of either the rear bucket or rear bench seat. For location of the lower anchors and tethers for children attachments, refer to the Owner's Literature. The attachment points protrude from the bight line between the seat cushion and seat backrest.

If a child safety seat was in use during a collision, inspect the vehicle portion of the system for damage. If any of the attachment points (6-mm wires) are damaged, install a new lower anchors and tethers for children assembly. Refer to CHILD SAFETY SEAT TETHER ANCHOR - LATCH, QUAD BUCKET SEAT or CHILD SAFETY SEAT TETHER ANCHOR - LATCH, REAR, BENCH SEAT .

Principles of Operation

Safety Belt Warning System

The driver safety belt warning indicator illuminates and a chime sounds to remind the occupants to fasten their safety belts.

The conditions of operation for the driver safety belt warning indicator and chime are as follows

1. If the driver safety belt is not buckled before the ignition switch is turned to ON, then the safety belt warning indicator illuminates for 1 to 2 minutes and the warning chime sounds for 4 to 8 seconds.
2. If the driver safety belt is buckled while the warning indicator is illuminated and the warning chime is sounding, then the safety belt warning indicator and warning chime turn off.
3. If the driver safety belt is buckled before the ignition switch is turned to ON, the safety belt warning indicator and warning chime will remain off.

Belt-Minder®

The Belt-Minder® feature is a supplemental warning to the safety belt warning function. This feature provides additional reminders to the driver that the driver safety belt is unbuckled by intermittently sounding a chime and illuminating the safety belt warning indicator in the Instrument Cluster (IC) module.

To activate or deactivate the Belt-Minder® feature, refer to INSTRUMENTATION, MESSAGE CENTER, AND WARNING CHIMES or the Owner's Literature.

Inspection and Verification

1. Verify the customer's concern by operating the active restraint system to duplicate the condition.
2. Inspect to determine if any of the following mechanical or electrical concerns apply: VISUAL INSPECTION CHART Mechanical Electrical Cut, frayed or incorrectly routed safety belt webbing Safety belt buckle and tongue assembly Safety belt retractor Bare, broken or disconnected wire Connector not tightly engaged Safety belt warning indicator burned out or broken
3. If the inspection reveals an obvious concern(s) that can be readily identified, service as required. With the exception of removing a twist from the safety belt webbing, do not attempt to repair a component of the safety belt system; new components must be installed.
4. If the concern remains after the inspection, determine the symptom. GO to «SYMPTOM CHART»(/ford/econoline-e250/2012-2013/remont/passive-restraints/#safety-belt-system__symptom-chart) .
5. To check the active restraint system for correct operation, carry out the appropriate Functional Test(s).

Functional Test - Safety Belt Buckle and Tongue

The safety belt buckle and tongue assembly must operate freely during the latching and unlatching function. Fasten the safety belt by inserting the tongue (male portion) into the buckle (female portion).

1. Verify the following during the latching sequence: Tongue insertion is not hindered by excessive effort. A click is heard when the safety belt buckle latches the tongue.
2. Verify the system integrity by forcefully pulling on the safety belt webbing.
3. Unlatch the safety belt by fully depressing the safety belt buckle release button and allowing the safety belt to release and retract.
4. Verify the following during the unlatching process: Push-button depression does not require excessive effort. The tongue can be removed easily from the buckle.
5. Repeat the above steps 3 times.
6. If the functional test reveals a concern(s), install a new safety belt buckle or safety belt retractor as required.

Functional Test - Safety Belt Retractor

The safety belt retractor must be freely operational for extraction and retraction of the safety belt webbing between full extension and in-vehicle stowed positions.

1. Extract and retract the safety belt between the full extension and stowed positions.
2. Verify the safety belt retractor operates without excessive effort or binding.
3. Install a new safety belt retractor if any concern is found or the complaint has been verified.

Functional Test - Safety Belt Retractor, Automatic Locking Retractor (ALR) Mode

1. Position the seat backrest fully upright (if adjustable).
2. Position the safety belt shoulder height adjuster (if equipped) in the full down or up position.
3. Fasten the safety belt.
4. Pull out the safety belt webbing until the ALR feature is activated.
5. Allow the safety belt webbing to retract until it stops.
6. Pull on the safety belt webbing to check that the safety belt retractor has remained in the ALR mode. If the safety belt retractor is not locked, install a new safety belt retractor.
7. Unfasten the safety belt and allow the safety belt webbing to retract to its stowed position.
8. Pull out and retract the safety belt webbing to verify the safety belt retractor has converted automatically out of ALR mode. If the safety belt retractor remains locked in the ALR mode, install a new safety belt retractor.

Functional Test - Safety Belt Retractor, Road Test Inspection

Note. Make sure there is no excessive slack in the safety belt webbing across the torso during testing.

Note. Do not jerk on the safety belt webbing when carrying out this test.

1. Test the safety belts in the following sequence: Fasten the safety belts and proceed to a safe area. Attain a speed of 24 km/h (15 mph). WARNING: Apply maximum brake force only on dry concrete or equivalent hard surface, NEVER on wet pavement or gravel. Failure to follow this instruction may result in serious personal injury. Grasp the shoulder harness, lean forward and apply the brakes, making a maximum braking application without a skid. The safety belts should lock up with minimum webbing extension. If there is a lockup of all safety belt retractors being tested, the safety belt retractors are functioning correctly. If any safety belt retractor fails to lock up, install a new safety belt retractor(s).

Safety Belt Cleaning

1. Clean the safety belt webbing only with a mild soap solution recommended for carpet and upholstery cleaning. Follow the instructions provided with the soap.

Safety Belt Maintenance

1. The safety belt assemblies should be periodically inspected to make sure that they have not become damaged and that they remain in correct operating condition, particularly if they have been subjected to severe stress.
2. Before installing the new safety belt assembly, the safety belt retaining areas must be inspected for damage and distortion. If the retaining points are damaged and distorted, the sheet metal must be reworked back to its original shape and structural integrity.
3. Install the new safety belt(s) using the appropriate instructions. Carry out the appropriate Functional Test Procedure. Safety Belt Procedure After a Collision

1. Before installing a new safety belt assembly, the safety belt attaching areas must be inspected for damage and distortion. If the attaching points are damaged and distorted, the sheet metal must be worked back to its original shape and structural integrity.
2. Install the new safety belt(s). For additional information, refer to the appropriate procedure . Carry out all applicable Functional Tests for the component(s). 1. Grasp the belt webbing at the shoulder belt guide (D-ring).
2. Rotate and fold the belt webbing over itself to remove the twist.
3. Feed the folded portion of the belt through the safety belt guide (D-ring).

Removal and Installation

1. Open the D-ring cover.
2. Remove the nut and D-ring. To install, tighten to 40 Nm (30 lb-ft).
3. Remove the front door opening scuff plate.
4. Remove the bolt and safety belt anchor. To install, tighten to 48 Nm (35 lb-ft).
5. For LH retractor, remove the LH quarter trim finish panel, rear upper quarter trim panel (if equipped), rear lower quarter trim panel (if equipped), front upper quarter trim panel and front lower quarter trim panel. 6. For RH retractor, remove the B-pillar trim panels. Remove the door seal. Release the 3 retainers and remove the upper B-pillar trim panel. Remove the pin-type retainer and lower B-pillar trim panel.
7. Remove the bolt and safety belt anchor. To install, tighten to 48 Nm (35 lb-ft).
8. Remove the bolt and safety belt retractor. To install, tighten to 48 Nm (35 lb-ft).
9. To install, reverse the removal procedure.

2. Remove the D-ring cover or open the safety belt sling sleeve.
3. Remove the bolt and D-ring or safety belt sling. To install, tighten to 40 Nm (30 lb-ft).
4. For RH retractor, remove the upper rear quarter trim panel, upper front quarter trim panel, lower rear quarter trim panel (if equipped) and lower front quarter trim panel. 5. For LH retractor, remove the finish panel from the LH lower quarter trim panel. Detach the finish panel from the LH lower quarter trim panel. Disconnect the power point electrical connector.
6. If equipped, remove the bolt and LH safety belt anchor from the floor. To install, tighten to 40 Nm (30 lb-ft).
7. Remove the rear LH safety belt shoulder strap opening cover.
8. Detach the safety belt guide.
9. Remove the bolt and safety belt retractor. To install, tighten to 40 Nm (30 lb-ft).
10. To install, reverse the removal procedure.

Scheme 19

1. If equipped, insert an appropriate tool and release the detachable safety belt anchor(s) from the seat.
2. Pull the 2 seat latch release straps and remove the rear seat.
3. If equipped, remove the armrest. Release the armrest trim cover hook-and-loop at the rear edge and partially invert the trim cover to access the armrest bolt. Remove the armrest bolt. To install, tighten to 49 Nm (36 lb-ft). Remove the armrest.
4. Remove the 10 bolts and 2 seat risers. To install, tighten to 51 Nm (38 lb-ft).
5. If equipped, remove the bolt and detachable safety belt anchor. To install, tighten to 60 Nm (44 lb-ft).
6. Release the rear J-clips and partially invert the backrest trim cover.
7. Remove the cardboard panel from the backrest.
8. Release the cushion trim cover rear J-clips and 4 side J-clips.
9. Remove the safety belt anchor bolt and route the safety belt anchor from the seat cushion. To install, tighten to 75 Nm (55 lb-ft).
10. Release the remaining backrest trim cover J-clips.
11. Remove the 2 screws and safety belt guide cover.
12. Remove the safety belt retractor cover.
13. Invert the backrest trim cover to the row of fasteners and position aside the foam pad and backrest cover.
14. Remove the 2 screws and safety belt guide bracket. To install, tighten to 10 Nm (89 lb-in).
15. Remove the bolt and center safety belt retractor. To install, tighten to 51 Nm (38 lb-ft).
16. To install, reverse the removal procedure.
17. Check the active restraint system for correct operation. For additional information, refer to the appropriate «FUNCTIONAL TEST»(/ford/econoline-e250/2012-2013/remont/passive-restraints/#safety-belt-system__functional-test-safety-belt-buckle) in Safety Belt System .

1. Pull the 2 seat latch release straps and remove the rear seat.
2. Remove the 10 bolts and 2 seat risers. To install, tighten to 51 Nm (38 lb-ft).
3. Release the rear J-clips and partially invert the backrest trim cover.
4. Remove the cardboard panel from the backrest.
5. Release the cushion trim cover rear J-clips and 4 side J-clips.
6. Remove the center safety belt anchor bolts and route the safety belts from the seat cushion. To install, tighten to 75 Nm (55 lb-ft).
7. Remove the 4 backrest-to-cushion rear bolts. To install, tighten to 51 Nm (38 lb-ft).
8. Remove the 4 backrest-to-cushion outboard bolts. To install, tighten to 75 Nm (55 lb-ft).
9. Separate the cushion and backrest frames.
10. Release the remaining backrest trim cover J-clips.
11. Remove the 4 screws and 2 safety belt guide covers.
12. Remove the 2 safety belt retractor covers.
13. Invert the backrest trim cover to the row of fasteners, release and separate the trim cover from the foam pad.
14. Invert the trim cover up the backrest and remove. Route out the safety belts.
15. Remove the backrest foam pad.
16. Remove the 2 screws and safety belt guide bracket. To install, tighten to 10 Nm (89 lb-in).
17. Remove the bolt and center safety belt retractor. To install, tighten to 51 Nm (38 lb-ft).
18. To install, reverse the removal procedure.

2. Remove the bolt and the detachable safety belt anchor. If RH seat, remove the locator spacer. To install, tighten to 40 Nm (30 lb-ft).

1. Open the D-ring cover.
2. Remove the nut and D-ring. To install, tighten to 40 Nm (30 lb-ft). LH safety belt shoulder height adjuster
3. Remove the door seat around the upper quarter trim panel.
4. Release the 3 retainers and partially pull aside the upper quarter trim panel to access the safety belt shoulder height adjuster. RH safety belt shoulder height adjuster
5. Remove the door seat around the B-pillar trim panel.
6. Release the 3 retainers and remove the upper B-pillar trim panel. All safety belt shoulder height adjusters
7. Remove the safety belt shoulder height adjuster cover.
8. Remove the 2 bolts and safety belt shoulder height adjuster. To install, tighten to 48 Nm (35 lb-ft).
9. To install, reverse the removal procedure.

1. Depower the SRS. For additional information, refer to Supplemental Restraint System (SRS) Depowering and Repowering in the General Procedures portion of «SUPPLEMENTAL RESTRAINT SYSTEM»(/ford/econoline-e250/2012-2013/remont/airbag/#supplemental-restraint-system) .
2. If equipped, remove the lumbar adjust knob and side shield screw. Power seat with inboard side shield
3. Remove the screw underneath the inboard side shield.
4. Remove the front screw from the inboard side shield.
5. Remove the inboard side shield. Separate the inboard side shield away from the safety belt buckle and pretensioner. Rotate the inboard side shield upward to release the rear pin-type retainer. Install a new pin-type retainer if damaged during removal. Release the 2 retaining clips and separate the inboard side shield from the safety belt buckle and pretensioner boot. Manual seat with inboard side shield
6. Remove the 2 screws underneath the inboard side shield.
7. Rotate the inboard side shield upward to disengage the front and center upper hooks. Pull the inboard side shield away to clear the safety belt buckle and pretensioner.
8. Remove the inboard side shield. Rotate the inboard side shield upward to release the rear pin-type retainer. Install a new pin-type retainer if damaged during removal. Release the 2 retaining clips and separate the inboard side shield from the safety belt buckle and pretensioner boot. Seat without inboard side shield
9. Release the hook-and-loop strip on the inboard cushion flap.
10. Release the J-clip.
11. Release the pin-type retainer and position aside the inboard seat cushion flap. All seats
12. Loosen and separate the seat track and pedestal from the seat cushion frame to allow removal of the safety belt buckle switch electrical connector. For power seat, loosen the front inboard seat track-to-cushion frame bolt. For manual seat, loosen the 2 inboard seat track-to-cushion frame bolts. To install, tighten to 25 Nm (18 lb-ft).
13. Separate the electrical connector and wire harness pin-type retainers from the seat.
14. Separate the wire harness pin-type retainer from the seat.
15. Remove the bolt and safety belt buckle and pretensioner. To install, tighten to 40 Nm (30 lb-ft). Route out the wire harness.
16. To install, reverse the removal procedure.
17. Check the active restraint system for correct operation. For additional information, refer to the appropriate «FUNCTIONAL TEST»(/ford/econoline-e250/2012-2013/remont/passive-restraints/#safety-belt-system__functional-test-safety-belt-buckle) in Safety Belt System .

1. Position the seat forward on the seat track.
2. Remove the bolt and child safety seat tether anchor. To install, tighten to 25 Nm (18 lb-ft).
3. To install, reverse the removal procedure.

1. If equipped, release the detachable safety belt anchor(s) from the seat.
2. Pull the 2 seat latch release straps, lift and remove the rear seat from the vehicle.
3. Release the trim cover rear J-clips and access the child safety seat tether anchor bolt.
4. Remove the bolt and child safety seat tether anchor. To install, tighten to 25 Nm (18 lb-ft).
5. To install, reverse the removal procedure.

Note. Only the LH rear bucket seat is equipped with child safety seat lower anchors and tethers for children anchors which includes the child safety seat tether anchor. To service the child safety seat tether anchor on the passenger front or RH rear bucket seats, refer to CHILD SAFETY SEAT TETHER ANCHOR - QUAD BUCKET SEAT .

1. Remove the lower anchors and tethers for children assembly. Remove the bolts. To install, tighten to 25 Nm (18 lb-ft). Release the 2 lower J-clips. Remove the lower anchors and tethers for children assembly.
2. To remove the lower anchors and tethers for children assembly trim cover: Invert the trim cover and release the upper J-clip. Route the 2 lower anchors and tethers for children anchors through the trim cover.
3. To install, reverse the removal procedure.

Note. Seat backrest removal is required to access and remove the LH lower anchors and tethers for children.

All seats

1. If equipped, insert an appropriate tool and release the detachable safety belt anchor(s) from the seat.
2. Pull the 2 seat latch release straps and remove the rear seat. RH lower anchors and tethers for children
3. Release the cushion trim cover rear J-clip and access the lower anchors and tethers for children bolt underneath the seat cushion frame. LH lower anchors and tethers for children
4. Remove the 10 riser bolts and 2 risers from the seat cushion frame. To install, tighten to 51 Nm (38 lb-ft).
5. Release all the backrest trim cover rear J-clips and remove the inner cardboard panel from the backrest.
6. Release the cushion trim cover rear J-clips and access the safety belt retractor anchor bolt.
7. Remove the center safety belt anchor bolt and route the safety belt anchor through the seat cushion opening. To install, tighten to 75 Nm (55 lb-ft).
8. Release the 2 cushion trim cover J-clips at the rear corners.
9. Release all the remaining cushion trim cover J-clips.
10. Remove the 2 backrest-to-cushion rear bolts. To install, tighten to 51 Nm (38 lb-ft).
11. Access and remove the 4 backrest-to-cushion outboard bolts. To install, tighten to 75 Nm (55 lb-ft).
12. Separate the cushion and backrest frames. All seats
13. Remove the bolt and lower anchors and tethers for children. To install, tighten to 51 Nm (38 lb-ft).
14. To install, reverse the removal procedure.
